Treasury & Finance Officer
- Salary: $97,955 to $111,142 (Plus superannuation)

The Role
As a Treasury & Finance Officer, you will play a key role in managing the financial records, Banking products and Cash Management functions for the Department of Jobs, Skills, Industry and Regions (DJSIR) and its associated entities. This role supports the Manager Financial Operations, ensuring accurate and timely production of payments, receivable transactions, reconciliation of financial records and effective banking administration.
Operating in a dynamic and high-volume environment, the position works closely with members of the Financial Operations and Assurance Team. It requires an enthusiastic, flexible and proactive team player – someone who is self-motivated able to work with minimal supervision and collaborate within situation needs. The role requires strong operational knowledge of the Treasury, Banking, Financial Records and Cash Management functions along with well-developed technical capability of financial reconciliations, process improvements, project planning and strong interpersonal skills.

Key accountabilities include:
- Coordinate and administer the Department's treasury processes, including the accurate and timely production of bank payment files, reconciliation of bank payment runs, and execution of urgent or offline bank payments (e.g., Westpac Beneficiary Payments).
- Manage day-to-day banking operations, including oversight and management of the Department's bank accounts, bank user set up and access, resolving transactional issues (e.g., disputed EFTs), and acting as the liaison with the bank for banking products which include corporate cards and other banking matters.
- Performance of timely and accurate Cash Management (CM) functions including financial record reconciliations between the Department's bank accounts, sub-ledgers and general ledgers in the financial reporting systems.
- Reconcile cash transactions between bank accounts, sub-ledgers (e.g., Accounts Receivable (AR), Accounts Payable (AP)), and the general ledger to ensure accuracy and completeness.
- Investigate, monitor, review and resolve unreconciled, discrepancies or unusual items in a timely manner, escalating issues when required.
- Maintain accurate records of reconciliation activities and ensure compliance with departmental policies, procedures, processes and audit requirements.
- Support month-end and year-end processes by preparing reconciliation reports and relevant documentation.
- Provide assistance with the management of daily AR operations including but not limited to:
- Processing of AR Transactions including but not limited to, Issuing Tax Invoices, Credit Memos and processing daily receipts.
- Preparation and maintenance of the department's detailed aged debtors reports, identifying overdue accounts and working closely with relevant teams to resolve payment issues.
- Provide support to junior staff.

- Prepare and submit month end journals entries related to AR and CM for accuracy and
- Ensure Compliance with relevant policies and procedures and support necessary audits and end of month/financial year activities.
- Work with the manager, senior manager, director and other team lead
ers in Financial Operations & Assurance to manage/contribute to team activities/projects as delegated and be an integral part of a flexible team. Including undertaking investigations of service and operations improvements with detailed recommendations to management.
The Team
The position of Treasury & Finance Officer will work within Finance / Investment & Procurement branch, which sits within Corporate Services group.
Finance, Investment and Procurement supports best practice resource allocation, budget and financial management and procurement across the department. It does this through the provision of strategic advice to the senior Executive and Ministers, development and implementation of frameworks, policies, systems and internal controls in accordance with the Financial Management Act 1994, other relevant legislation, accounting standards and Department of Treasury and Finance and Victorian Government Purchasing Board requirements.
The branch includes the Procurement Centre, Business Partnering and Reporting Team, Strategy and Investment Team, Financial Services Team and the Reporting and Operations Team.
About You
To be successful in this role you will have the following skills and experience:
- Specialist Expertise: Demonstrated finance experience with a strong focus on bank/financial record reconciliations, cash reporting, and end-of-month processes. Proven expertise in managing banking relationships, including liaison with Bank for administrative and operational requirements. Experience in identifying and reporting fraudulent transactions, and contributing as a subject matter expert in the testing and implementation of financial system enhancements, particularly within Oracle Fusion (Cloud).
- Technical Ability: Proven ability to deliver AR and CM functions in a complex government environment. Strong working knowledge of relevant financial policies, procedures, and compliance standards, with demonstrated proficiency in Oracle Financials and Microsoft Excel. Ability to apply technical knowledge to ensure accurate transaction processing, data integrity, and support effective financial decision-making.
