Parkville College is a multi-campus college spanning the Parkville Youth Justice Precinct, the Cherry Creek Youth Justice Precinct, Malmsbury Youth Justice Precinct and the Secure Welfare Units in Maribyrnong and Ascot Vale. It is the only Victorian Government School that operates 52 weeks per year. The Parkville College employment Broker will be expected to attend our Parkville, Cherry Creek, and Malmsbury Campuses along with regular outreach engagement in the community with employers, industry partners, and program participants.
Parkville College is a registered specialist school that delivers senior secondary certificates for all children and young people detained in the custody of the Department of Justice and Community Safety and Department of Health and Human Services.
The College delivers education to, and in the best interest of, some of Victoria's most vulnerable, yet inspiring children and young adults who are filled with unlimited potential. The Parkville College education model incorporates strong local partnerships to deliver a flexible range of educational options including VCEVM, VPC, and VET, in addition to the provision of holistic support to meet, the pathways needs, well-being needs, and rehabilitative goals. In recognition of the custodial environment and existing educational disadvantage, the school program includes weekends and term breaks to enhance the learning opportunities for the children and young people in Secure Services.
SC1 - Demonstrated ability to engage employers, training providers and industry representatives to build partnerships and create positive opportunities and outcomes for Parkville College students.
SC2 - Demonstrated ability to work with marginalised young people, their families and communities to identify and support pathways towards positive employment and training outcomes, while upholding Department of Education policies, frameworks and values.
SC3 - Demonstrated knowledge of vocational, training and employment pathways, including apprenticeships and traineeships, and the ability to navigate and leverage these networks to create opportunities for young people.
SC4 - Demonstrated understanding of the barriers young people may face when transitioning from custody into employment, and the ability to broker and maintain opportunities and pathways that overcome these barriers and support sustainable employment outcomes.
SC5 - Demonstrated high-level verbal and written communication skills, including the ability to prepare reports, develop resources and deliver presentations to a range of audiences, including young people, employers, training providers, community partners and internal stakeholders.
SC6 - Demonstrated ability to uphold culturally responsive practice when supporting young people in training and employment pathways, and build the knowledge and capacity of external partners to apply Culturally Responsive Practice.
The successful candidate will be allocated to the Work and Industry Transitions Team and will be required to work across both Parkville, Cherry Creek and Malmsbury campuses as well as provide targeted outreach support to young people and stakeholders in the community. They may also be required to work some school holiday periods.
The Employment Broker is responsible for developing and maintaining strong relationships with employers, industry partners, training providers and community organisations to create meaningful employment, training and vocational opportunities for Parkville College students. The role focuses on understanding the needs of both young people and employers, identifying and brokering suitable opportunities, and supporting employers to confidently engage young people transitioning from Youth Justice into employment.
The Employment Broker will work closely with the Work and Industry Transitions Team and Campus-based Transitions staff to build sustainable employment pathways, including apprenticeships, traineeships, work experience and other industry opportunities. The Employment Broker is responsible for developing and maintaining strong relationships with employers, industry and training partners to generate meaningful employment and vocational opportunities for Parkville College students. The role focuses on understanding workforce and industry needs, identifying opportunities, and fostering connections between employers and young people transitioning from the Youth Justice system into the community.
The Employment Broker will also be expected to work closely with young people to develop their knowledge and support their preparation to enter and succeed in employment environments. As part of this work, the Employment Broker will also play a key role in the creation of materials and delivery of information sessions to strengthen student and colleague knowledge of priority employment pathways.
Range 4 roles are distinguished by broader management responsibility, particularly in the areas of finance, human resources, and other support functions. Range 4 is responsible for managing a range of functions under a wide range of conditions, subject to the size and complexity of school operations.
Objectives will, generally, be clearly defined; guidelines will be broad and day-to-day direction minimal. Management responsibility extends to ensuring appropriate support levels are maintained across the school. Range 4 generally provides key support and timely advice to the leadership team and school council and liaises with the general school community, the Department and other government agencies and service providers.
Specialised professional roles will carry a high level of independence and accountability where suitable scope is provided to achieve objectives.
An education support class position supports the educational services being provided to students, but must not include duties of teaching as defined in clause 2.6.1 of the Education and Training Reform Act 2006 (Vic) or its successor. Supervision of students cannot be required except where it is an integral part of the employee¿s position or involves supervision of students individually or in small groups, in controlled circumstances, where the responsibility for students remains clearly with a teacher.
Build and maintain strong partnerships with employers, industry representatives, training organisations and community services to create and expand meaningful employment, vocational and industry opportunities for Parkville College students.
Build trust with Parkville College students and their key supports to enable them to engage in meaningful conversations about their training and employment ambitions, skills, support needs, etc.
Identify, develop and broker employment pathways including work placements, traineeships, apprenticeships and entry-level employment opportunities that align with industry needs and the strengths and aspirations of Parkville College students.
Support Parkville College staff to identify and broker industry partnerships through appropriate professional networks.
Work with Parkville College staff and industry partners to develop and deliver work-readiness activities that build students¿ understanding of workplace expectations, industry requirements and employment opportunities.
Work collaboratively with colleagues to understand students¿ employment interests, strengths and aspirations and identify suitable employer, industry and vocational opportunities.
Work with colleagues, employers and training providers to broker and support employment and training opportunities for young people transitioning from custody into the community.
Develop and maintain employer and industry relationships to facilitate employment placements, apprenticeships, traineeships, work experience, training, and industry exposure opportunities.
Work collaboratively with Parkville College staff, Youth Justice services, employers, training providers and community partners to strengthen Through-Care employment support for students.
Track and report employer engagement, employment opportunities, job placements, training participation and employment retention to measure the effectiveness of industry and employment partnerships.
Work with colleagues and employers to support young people to sustain engagement with employment and training opportunities following release from custody.
Work with colleagues to identify and address practical barriers to employment and training, including transport, equipment, training and certification requirements, and using available brokerage to address these barriers where appropriate.
Maintain accurate records and data relating to employer engagement, industry partnerships, employment opportunities, placements and outcomes to support program reporting and continuous improvement.
Contribute to program evaluation and continuous improvement by identifying employer and industry trends, feedback and opportunities to strengthen employment outcomes for young people involved in Youth Justice.
Provide a child safe environment in accordance with the child safe standards and the Parkville College philosophy.

The successful candidate will be allocated to the Parkville Transitions Team and will be primarily based at the Parkville campus. However, will not be assigned to a specific campus and may be required to work across other campuses/sites within Parkville College. They may also be required to work some school holiday periods.
