About the Business Unit:
The Post Sentence Branch, within the Offender Management Division of Corrections Victoria, provides central oversight and governance of the post sentence scheme and offenders subject to post sentence orders. The Serious Offenders Act provides the legal framework for a residential treatment facility where a court may order supervised offenders to reside to receive intensive treatment and supervision in a secure environment.
Located near the rural city of Ararat in south-west Victoria, Rivergum Residential Treatment Centre (Rivergum) is non-punitive in nature and has a strong focus on therapeutic intervention and rehabilitation. -
About the Role:
Based at Rivergum, the Team Leader - HR reports to the Business Services Manager and is responsible for the delivery of high-quality payroll services to managers and employees encompassing the processing of pay and benefits for Rivergum staff. A key component of the role is the provision of professional and accurate advice to managers and employees regarding their pay and benefits.
In addition, the Team Leader - HR will provide corporate support services relating to human resources, client service delivery, administration and workforce development.
The role requires a strong focus on customer service, teamwork, integrity, accuracy, compliance and timeliness.
This position may involve weekend and public holiday work, remunerated in accordance with the applicable provision of the Victorian Public Service Enterprise Agreement 2024.
Some of your duties will include:
- Providing quality customer service through effective communication, offering timely responses to a range of queries and flexible problem solving
- Supervising and leading the Human Resources team to deliver the recruitment & payroll functions, ensuring that the team maintain accurate and confidential records and provide a timely and accurate service
- Coordinating and supervising the day-to-day operations of the payroll process, ensuring rosters are prepared and distributed in a timely manner and minimum staffing requirements are met daily
- Assisting in the ongoing review and monitoring of rostering procedures and practices
- Preparation and processing of the fortnightly payroll and undertakeing transactions relating to employment conditions and benefits
- Entering all salary information, utilising Time Target and conduct fortnightly reconciliations
- Ensure all salary data is processed accurately into CHRIS21; prepare fortnightly reconciliation against the roster
- Undertaking more complex audits of payroll issues
- Providing authoritative and timely advice to clients on a range of issues, including remuneration and staff entitlements and responsibilities through the application of relevant legislation, policies and procedures
- Assisting managers and employees to better understand employment conditions and benefits and relevant payroll matters
- Providing team leadership, including mentoring, supervision and addressing the training requirements of the team
- Ensuring that all records relating to personnel, payroll and WorkCover are maintained accurately and comprehensively in line with legislative and policy and procedural requirements
- Attending a range of internal and external meetings representing payroll
- Liaising with a range of internal and external stakeholders regarding payroll functions
- Other administration duties as directed

About You:
As our ideal candidate, you will possess:
- A sound operational knowledge of an integrated payroll system, such as CHRIS21 and other payroll systems
- Demonstrated knowledge of and experience in human resource services and payroll in a government environment
- Ability to interpret and provide advice on departmental policies and legislation
- Well-developed computer skills
Qualifications/Requirements:
- There are no mandatory qualifications for this role however, a tertiary qualification in a relevant discipline would be highly desirable.
