Introductory Statement
The Team Leader role offers an exciting opportunity to lead and develop a high-performing team delivering meaningful regulatory outcomes across Victoria. This fixed-term opportunity, commencing in June 2026 and running until September 2027, sits within the Operations Branch of Workforce Inspectorate Victoria. The role plays an important part in protecting the rights of young workers and supporting fair, safe and compliant workplaces by guiding Authorised Officers in the investigation of alleged breaches of workplace legislation. Reporting to the Assistant Director, the position combines people leadership with operational oversight, providing the opportunity to influence regulatory practice, build team capability and contribute to impactful compliance and enforcement outcomes.
About the role
The Team Leader oversees a small team responsible for undertaking investigations and compliance activities under Child Employment Act 2003, Child Wellbeing & Safety Act 2005 and Child Safe Standards. The role is responsible for coordinating the team’s work program, ensuring matters are appropriately prioritised and progressed in a timely and consistent manner. Working collaboratively with other Team Leaders, senior managers and legal teams, the position contributes to a coordinated and intelligence-led regulatory approach across the organisation.
A central focus of the role is supporting and developing Authorised Officers to undertake complex investigations and compliance activities. This includes providing guidance on investigative approaches, reviewing evidence and reports and supporting the preparation of enforcement outcomes where appropriate. The Team Leader also manages workload allocation, monitors investigation progress and ensures high standards of performance, accountability and record keeping. In addition, the role contributes to complex investigations, prepares briefings and advice for senior leaders and helps drive continuous improvement in regulatory practice.
This role requires a confident and capable leader who can motivate and support staff while maintaining a strong focus on high-quality outcomes. Strong communication and stakeholder engagement skills are essential, along with the ability to navigate complex regulatory environments and competing priorities. Sound judgement, a collaborative approach and a commitment to continuous improvement will enable the successful candidate to build team capability and contribute to the ongoing development of the Workforce Inspectorate as a modern and effective regulator.

The Workforce Inspectorate is an independent statutory authority and undertakes education, compliance and enforcement functions in relation to the following Victorian laws:

· Workforce Inspectorate Victoria Act 2020
The Workforce Inspectorate is responsible for ensuring compliance with the above legislation. This includes providing advice and information about rights and responsibilities, assessing applications, and issuing child employment licences to allow children under 15 years to be employed, investigating alleged breaches of the legislation, and responding to non- compliance with appropriate compliance and enforcement measures including commencing a prosecution.
The Workforce Inspectorate undertakes a range of compliance activities in accordance with the Owner Drivers and Forestry Contractors Act 2005 and will similarly monitor, assess, and seek compliance with the statutory framework of the Long Service Leave Act 2018.
The Workforce Inspectorate is a ‘sector regulator’ under the Child Wellbeing and Safety Act 2005. The legislation provides Workforce Inspectorate with a contemporary, graduated set of regulatory powers to monitor and enforce compliance with the child safe standards.
The Workforce Inspectorate also receives and refers complaints related to Victorian Government construction projects,
