About the role
Reporting to the Taskforce Lead, the Team Manager, Compliance and Investigations plays a critical role in delivering high-impact regulatory outcomes and leads a team complex compliance reviews and investigations into significant breaches of consumer law . This includes overseeing matters that progress to enforcement action, such as the preparation and submission of briefs of evidence for criminal, civil and tribunal proceedings. The Team Manager applies a range of risk-based compliance and enforcement tools to ensure proportionate, intelligence-led regulatory responses.
Working within a dynamic, multi-disciplinary taskforce environment, the Team Manager, Compliance and Investigations ensures that compliance and investigative activities are aligned with CAV’s strategic priorities and regulatory objectives. The role is responsible for driving high-quality, consistent, and timely service delivery, while fostering a strong performance culture within the team.
The role requires strong leadership, sound judgement, and the ability to operate in a high-profile environment, often involving heightened government interest and public scrutiny. It also involves contributing to strategic planning, monitoring and reporting on taskforce performance, and supporting the evolution of CAV’s regulatory approach.
Key Accountabilities include
Lead, support and develop a team of compliance and enforcement staff, providing clear direction, setting performance expectations, coaching for capability growth, and proactively managing workload and wellbeing.
Provide authoritative and strategic advice on case management and litigation pathways to senior leaders and legal partners.
Design, review and refine investigation strategies and case plans, ensuring investigations are thorough, timely, procedurally fair and compliant with legislative requirements.
Manage complex investigations and evidence gathering processes, including overseeing the preparation of statements, affidavits, briefs of evidence and documentation for legal proceedings.
About you
To be considered for the role, you must be able to demonstrate:
Technical expertise and regulatory application: Demonstrated experience in leading complex civil and/or criminal investigations within legislative framework, including preparing briefs of evidence and supporting enforcement proceedings across courts and tribunals.
Leadership and people management: Proven ability to lead, develop and manage high-performing teams, setting clear expectations, monitoring performance and fostering a culture of accountability and collaboration, in line with public sector values.
Communication and stakeholder engagement: Highly developed written and verbal communication skills, providing clear, evidence-based reports and articulate complex concepts, and builds effective relationships, and influences stakeholders and managers.
Critical thinking and problem solving: Strong analytical capability, assessing complex issues from multiple perspective, identifying systemic risks, and implementing outcomes-focused solutions that align with department objectives.
Strategic planning and delivery: Translates strategic priorities into operational plans and delivers complex programs of work, establishing clear governance, monitoring progress, managing risks and ensuring alignment with CAV’s regulatory priorities.
Leading change and resilience: Effectively leads teams through change and high-pressure environments, maintaining focus and direction. Demonstrates adaptability, sound judgement, and resilience while supporting staff wellbeing and sustaining performance during periods of scrutiny.
Mandatory requirements
Certificate IV in Government (Investigations) or equivalent is required. Relevant tertiary qualifications in Commerce, Economics, Law or other related fields may be considered.
Minimum five years previous investigative and compliance/enforcement experience.
A current Driver’s Licence is essential.
