The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
The Systems Management Librarian is responsible for the configuration, establishment and ongoing management of a range of applications and interfaces which make up the VGLS Library Services Platform (LSP)– the catalogue, digital object management, document delivery, reference query management, federated searching, authentication – OpenAthens (SSO and proxy) a system that facilitates authentication to third party subscription content; discovery (EDS) – a third party interface that aggregates content from the Integrated Library System (SirsiDynix) with subscription ejournal and ebook resources, and serials management. The LSP also includes the web interface for client interaction with library services and resources.
Key elements of the role include contributing to strategic planning processes, liaison with application and support providers, liaison with internal and external stakeholders, interface design, generation of reports and statistics, coordinating the implementation of upgrades and enhancements as well as testing and training related to the implementation of new or upgraded functionality. The incumbent is also responsible for day-to-day management of integration with other enterprise level systems.
About you
To be considered for the role, you must be able to demonstrate:
- Tertiary qualifications in a relevant discipline with at least 4 years subsequent relevant experience in a Library environment, or an equivalent combination of relevant experience and/or education/training are essential.
- Demonstrated current experience and expertise in the management, delivery and implementation of library service platforms (such as SirsiDynix) including: service planning, project and financial management; ongoing maintenance programs and IT project implementation experience, underpinned by a sound knowledge of network operating systems and hosting environments; bibliographic and metadata standards, processes and workflows and well-developed technical skills including software programming, hand coding HTML/CSS, JavaScript, W3C compliance, WCAG2.0 AA specifications, Adobe Creative apps.
- Excellent interpersonal and consultation skills with a proven track record in developing and maintaining effective working relationships with managers, peers and stakeholders working cooperatively in a team environment; and demonstrated high-level written and verbal communication skills with the ability to present technical information to non-technical audiences and empower team members.
- Highly developed problem solving, research and analytical skills with an ability to provide sound, relevant and timely advice to clients and senior management on Library system issues including access and client authentication.
- Demonstrated recent experience customising web-based interfaces using HTML, XML and CSS, working with Web related programming/scripting using modern tools and languages, managing web-based search interfaces to improve relevance, reliability and speed
Key accountabilities
- Plan, coordinate, develop, configure and maintain the ongoing operations of the Victorian Government Library Service (
VGLS) library service platform and other integrated systems as required for the efficient delivery of VGLS services. This includes facilitating integration with enterprise level and other VPS systems to ensure effective system processes, data management and access and discovery in relation to digital collections and resources.
- Provide leadership, information technology direction, support and strategic focus with regard to delivering a contemporary library service including expert input regarding system platforms, metadata and content standards, and access mechanisms into the processes around the identification and establishment of new digital collections; applying appropriate metadata standards and processes, including those required to facilitate harvesting and contributing to open access collections where appropriate; and liaising with a range of digital collection owners regarding workflows, interface design and operational issues related to digital collections and systems.
- Provide system specific knowledge and support during procurement projects and ongoing contract management activities related to the library service platform and other integrated systems.
- Coordinate digital content on all library platforms in liaison with library teams and ACLS Engagement and Business Development Team, ensuring VGLS websites are delivered strategically and in line with web accessibility and DGS branding standards.
- Build and maintain constructive relationships with client departments, agencies, and key internal and external stakeholders to achieve and develop effective reporting, advice and service outcomes; including government technology providers and system vendors to plan and co-ordinate the development and the ongoing delivery of the library service platforms, adhering to timeframes and project budget constraints
- Plan and co-ordinate training for relevant library staff in all library systems and lead the development of a communications program to support library users.
- Use local and specialist knowledge to identify and communicate problems or emerging issues to the Senior Manager, VGLS. Exercise judgement in contributing to the solution of emerging issues to complex or complicated issues
