About us
We create thriving places and connected communities. We bring together transport, planning, land use, precinct and policy functions in a single department to deliver the best outcomes for Victorians.
Together with our portfolio agencies, we are responsible for planning, building, operating and maintaining Victoria’s transport, planning and land services for use by all.
We foster a safe, inclusive and constructive place to work.
Integrated Strategy works closely with industry, universities and other research bodies to understand future challenges to our business, including collaborating across the department to co-design strategies in response. It provides oversight of policy change and operates as a policy coordination function within DTP.
About the role
This role leads the provision of expert advice and development of solutions (including policies, frameworks and processes) for multifaceted problems that involve complex and often competing domains of interest relating to operating, managing and maintaining the transport network in alignment with land use planning, particularly in relation to the arterial road network. The role helps build organisational capability in operating, managing, and maintaining the arterial road network in line with the Road Management Act.
Key Selection Criteria
This role requires demonstrated experience in designing and delivering clear, evidence-based policy solutions that align with strategic priorities, community needs and legislative requirements. You will apply strong critical thinking and sound judgement to resolve complex issues, manage stakeholders, and work collaboratively across teams to achieve effective outcomes. Success also depends on clear, impactful communication and the ability to interpret and apply transport network legislation to operational settings.

Position accountabilities
DTP is seeking an experienced transport professional to provide specialist advice and leadership in transport network operations and associated legislative compliance. The role will interrogate the Road Management Act (and other legislation), associated regulations and codes of practice to support operational areas of DTP and senior executives in making decisions about the operation, management and maintenance of the transport network.
You will lead the development of policies, guidelines and processes that guide transport network management across the department and influence work beyond your immediate team. Providing trusted advice to senior leaders, regional transport managers, planners, asset and maintenance teams, and local councils, you will contribute to informed decision-making and coordinated policy direction across the transport and land use portfolios.
The role involves preparing briefs, technical reports and operational instruments, translating detailed analysis into clear, actionable recommendations. Strong stakeholder engagement and negotiation skills are essential to build effective partnerships, gain cooperation and deliver outcomes within agreed timeframes.
This is an excellent opportunity for a collaborative professional who enjoys working on complex challenges, is tenacious in hunting down information, has the ability to understand implications of policy decisions and seeks to have a meaningful impact on Victoria’s transport network.
