About the role
The Senior Transport Modeller position will work in the Forecasting and Evaluation Branch of the Modal Planning Division. Reporting to the Manager, Strategic Model Development, the Senior Transport Modeller will work in a talented team of transport modelling colleagues. The role is primarily responsible for contributing to the maintenance, development and application of the Department’s strategic transport modelling tools including the Victorian Integrated Transport Model (VITM). The role will have deep knowledge of the VITM and other tools, taking ownership of the maintenance and continuous improvement of certain components and sub-models. A critical initiative to contribute to in the short-term will be transitioning the VITM’s trip-based demand framework to an activity-based demand framework while retaining its integration with the assignment, airport, freight and long-distance trip modules. As a member of the Forecasting and Evaluation team you will contribute to lifting the value of the Department’s work and ensuring the VITM and other tools are trusted forecasting tools underpinning many functions across the Victorian Transport Portfolio. The role will work flexibly and adaptively on a range of strategic modelling tools and advice, working collaboratively with colleagues in the Forecasting and Evaluation unit and the broader portfolio as necessary, contributing to achieving the objectives and priorities of the Department.

Position accountabilities
– Specialist knowledge – Plays a pivotal role in the maintenance and continual enhancement of the Department’s strategic modelling tools and associated datasets, ensuring alignment with leading standards and recognised best practice. This work underpins confidence in the credibility and robustness of forecasting outputs. Through rigorous documentation, disciplined version control, and effective communication, facilitates the dissemination and appropriate application of the Department’s models by both internal and external transport modellers, thereby supporting consistent, transparent, and reliable use across projects, policy development, and strategic planning within the transport portfolio.
– Continuous Improvement – Makes significant contributions to improving forecasting models, methodologies, and advice through proactive efforts to pursue technical excellence, drive quality outcomes, leverage off prior analyses and overcome complex challenges informed by innovative thinking, research and best practice.
– Expert advice – Regularly provides high quality advice and guidance to teams in the transport portfolio to ensure the value of models and forecasting approaches to planning, policy and project development activities is realised.
– Reliable and responsive reputation – Organises areas of responsibility efficiently to ensure they can reliably respond to and work collaboratively with stakeholders and colleagues to achieve the priorities and objectives of the Department.
– Effective Partnerships – Develops and maintains effective partnerships with key interfaces within the Department, with other Victorian government agencies, other jurisdictions and consultants, enabling achievement of the objectives, functions and priorities of the Department. Collaboration with colleagues and industry and leadership in model development enables valuable knowledge sharing, improves the quality of models and their applications and lifts industry standards.
Technical capabilities
– Strategic Transport Modelling (Accomplished) – Consistently provides knowledge and expertise to deliver initiatives which maintain, continuously improve and innovatively apply strategic transport modelling tools. Can direct others to deliver successful outcomes, navigating complexities working with multiple stakeholders.
Qualifications and experience
– Tertiary qualification in relevant field such as economics, engineering, mathematics, planning or equivalent. (mandatory)
– Strategic transport model development experience. (mandatory)
– Strong coding skills. (mandatory)
– Experience with the Cube software platform. (desirable)
– Experience with Python or other languages. (desirable)
