The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.
The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.
About the Division
The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable.
The division also coordinates communication and consultation with local communities about their school building projects. They develop graphic design and video content, manage our social media channels, lead organisational customer service reform, distribute our e-newsletters and organise ministerial and other events for our projects. The Division also leads the organisational customer service reform and uplift program.
About the Role
Reporting to the Manager, Business Systems, The Senior Technology Advisor – Team Lead Data Insights will support the Manager in establishing and maintaining the Data Insight reporting platform for VSBA corporate users.
Key Responsibilities
- Lead a team of up to four Data Specialists within the Business Systems Unit, ensuring delivery of high-quality outputs.
- Engage with stakeholders across all VSBA units to consolidate enterprise data and provide reporting and analysis to inform decision-making and policy development.
- Oversee the development, management and analysis of VSBA data sets to support cross-divisional strategies and initiatives.
- Scope, plan, and deliver business intelligence projects in consultation with stakeholders.
- Lead the development and implementation of the VSBA SAIL reporting database.
- Direct the design and delivery of a suite of Business Intelligence reports to meet organisational needs.
- Implement and monitor information management practices to support VSBA's Data and Information Management strategies.
- Develop and enforce data quality, assurance, and management frameworks, policies, and processes in line with standards, ensuring database integrity and performance.
- Contribute to the development of tools, data models and frameworks to strengthen VSBA's information management practices.
- Manage all data within the VSBA Systems and Oversight Branch, liaising with relevant Department business units.
- Design and deliver training programs to build staff capability in data collection, quality, and management.

- Contribute to records management strategies to ensure confidentiality, integrity, availability, accountability and compliance with relevant legislation, regulations and standards, including protective data security requirements and public records retention obligations.

Attributes
- Advanced technical expertise in data management, enterprise reporting, and business intelligence platforms, with hands-on capability in SQL Server, SSRS, Power BI, SSIS, MS Access, or similar tools.
- Proven experience in data modelling, metadata management, and scenario analysis, including development of data dictionaries, lineage mapping, ER diagrams, and data quality frameworks to ensure accuracy and consistency.
- Strong analytical and scenario modelling skills to support organisational planning, policy initiatives, and funding submissions through advanced data insights.
- Demonstrated ability to design, deliver, and optimise BI solutions (databases, reports, dashboards, data models), ensuring alignment with business requirements and compliance with standards.
- Experience in data migration projects, including planning, execution, validation, and ensuring data integrity during system transitions or platform upgrades.
- Commitment to data governance and assurance, with a clear understanding of protective data security, public records legislation, and best-practice frameworks for data quality and integrity.
- Skilled in troubleshooting and process improvement, able to identify and resolve complex data/reporting issues and implement sustainable improvements.
- Familiarity with enterprise integration platforms and systems (Oracle Primavera Cloud, Aconex, Oracle ERP, IBM Maximo), with the ability to consolidate and leverage multiple data sources.
- Leadership capability in technical environments, with experience managing, mentoring, and developing small technical teams, setting technical standards, and ensuring high-quality outputs.
- Strong stakeholder engagement and communication skills, able to translate complex technical information into clear, actionable insights for non-technical audiences and senior decision-makers.
- Continuous improvement mindset, keeping up with emerging tools, technologies, and methodologies to enhance VSBA's reporting and data insights capability.
Desirable Qualifications and Experience
- Advanced knowledge of data management, BI platforms, enterprise reporting, and data warehousing, with proficiency in SQL Server, SSRS, Power BI, SSIS, MS Access or similar tools.
- Experience in metadata management, scenario modelling, and advanced data analysis to support planning, policy, and funding initiatives.
- Proven ability to design, deliver, and improve BI solutions, ensuring data quality, governance, and compliance with standards.
- Demonstrated capability in requirements gathering, translating business needs into technical solutions, and resolving data/reporting issues.
- Strong leadership and stakeholder engagement skills, with experience managing and mentoring data teams and communicating complex concepts effectively.
- Experience with Oracle Primavera Cloud, Oracle Aconex, Oracle ERP, and/or IBM Maximo highly regarded.
- Experience in data migration projects, including planning, execution, validation, and ensuring data integrity during system transitions or platform upgrades.
- Relevant tertiary qualification in IT, Data Science, Computer Science,
or related discipline (desirable).
