About the Role

The Senior Scoping and Development Engineer is a position that sits in the Region and delivers high quality project scoping and development services for the region’s most complex projects based on transport needs identifies through strategic plans. This senior role ensures that projects are “delivery ready” and that all relevant DTP standards, project risks and project benefits are well documented in accordance with the Department of Transport & Planning’s Project Management Framework.

KEY SELECTION CRITERIA - As the Senior Scoping and Development Engineer (Gippsland), you will play a pivotal leadership role in shaping infrastructure outcomes for the region through strategic planning, cross-sector collaboration, and evidence-based decision-making. You will be expected to demonstrate advanced capabilities in partnering and co-creation, building and maintaining trusted partnerships to achieve shared objectives, and fostering a culture of collaboration and innovation within your team. Your ability to apply critical thinking and problem-solving at a strategic level—considering broader government and policy contexts—will be essential in developing sustainable infrastructure solutions. As a thought leader in project delivery, you will guide complex projects from concept to delivery, balancing the needs of stakeholders while actively managing risks and navigating political and operational challenges. Your strong customer focus will ensure services are tailored to community needs and delivered with impact, while your outcomes thinking will help establish systems to measure the effectiveness and community benefit of infrastructure initiatives. Working collaboratively across departments and with external partners, you will lead a team culture that shares knowledge and strives for continuous improvement in delivering public value
QUALIFICATIONS AND EXPERIENCE:

· A Bachelor of Civil Engineering or equivalent (eg: advanced Diploma in Engineering) – (mandatory
· Driver’s License (without any restriction which preclude the incumbent from performing the inherent requirements of the position and which cannot be reasonably accommodated by the Department) – (mandatory)
Desirable
· Five years’ experience as lead project manager in regional roads maintenance (desirable).
