THE ROLE
The Senior Regulatory Officer plays a key role in delivering the Victorian Social Services Regulator's functions under the Social Services Regulation Act 2021 (the SSR Act) and regulatory frameworks.
The Worker and Carer Exclusion Scheme (WCES) is established under the SSR Act. The Worker and Carer Exclusion Scheme (the scheme) is designed to address risks posed by individual workers and carers that require additional interventions. Under the scheme, the Social Services Regulator may refer conduct by a worker in scope of the scheme for consideration by a panel for exclusion.
Working as part of the Child Safeguarding Regulation unit, the Senior Regulatory Officer, WCES Database, has overall responsibility for leading the day-to-day management and administration of the WCES Database under the scheme. The position oversees the administrative systems, processes for excluded checks of the database, reporting, and the liaison with service providers.
Being a senior role, it requires leadership by example and support to regulatory officers to enable the utilisation of the full suite of regulatory tools available to monitor compliance and respond to non-compliance, from the provision of authoritative regulatory advice to investigation and enforcement activities.
This role is expected to have expertise in understanding and applying principles of risk-based regulation to the regulatory activities for which the team is responsible. Responsibilities can include conducting risk-based assessments, investigations, and regulatory interventions, supporting the registration and monitoring of providers, management and organising of incoming notifications, data and intelligence, and ensuring service provider compliance with quality and safeguarding obligations.
This position involves the handling of challenging and confronting materials. The Senior Regulatory Officer will support the receipt and review of notifications about incidents that caused serious harm to, or had the potential to cause harm, to children and young people. This includes sexual offences and misconduct, physical violence, behaviour that causes significant emotional or psychological harm, and significant neglect.
The Senior Regulatory Officer supports the Regulator's mission to ensure that social services are safe and treat people with agency and dignity. The role contributes to a strong culture of integrity, fairness, and accountability in the regulation of social services.
