About the role
Land Registry Services (LRS) provides secure and accurate registration services for property, plan and water share transactions in accordance with the Transfer of Land Act 1958, the Subdivision Act 1988, and related legislation. LRS also provides title search and property certificate services, delivered through a private provider, Secure Electronic Registries Victoria (SERV) who also provide administrative services to support the registration of close to one million land transactions, 8,000 plans of subdivision, 3 million title searches and 1.5 million other property information services each year.
The Senior Regulation Officer provides specialist policy, regulatory and statutory support to the Principal Regulation Officer and delivers targeted business support to the Registrar of Titles. The role undertakes research, analysis and drafting to inform statutory decision-making, and coordinates business processes, briefs and reporting to enable the Registrar to effectively discharge statutory and organisational responsibilities.
The position also contributes to the development and application of regulatory and policy frameworks, prepares advice and submissions on land registration and conveyancing matters, and supports Victoria’s leadership in national electronic conveyancing reforms through analysis, coordination of inputs, and
stakeholder engagement. By combining specialist policy expertise with direct business support to the Registrar, the role underpins the integrity of the land register and confidence in Victoria’s multibillion-dollar property market.

legislative and legal knowledge.
Qualifications and experience
– Qualification in Law or related discipline or equivalent experience in a relevant discipline (mandatory)
– Sound knowledge of the Electronic Conveyancing National Law (Victoria), Transfer of Land Act 1958, Operating Requirements for electronic conveyancing, Participation Rules for electronic conveyancing, Registrar’s Requirements for paper conveyancing, Subdivision Act 1988, and associated acts and
regulations (desirable)
