The Senior Project Officer – Constraints will support delivery of the Victorian Constraints Measures Program (Victorian CMP) through a blend of policy and project coordination work. The role is suited to someone who wants to work across both policy and projects: shaping advice and decisions while providing oversight on the practical delivery of complex water initiatives by regional project partners.
The Victorian CMP aims to reconnect the State’s northern rivers with their floodplains, including but not limited to the Murray and Goulburn rivers. The project will enable improved river health through more effective delivery of environmental water and by removing impediments to achieving environmental outcomes. Victoria works with Basin partners to assess the cost-benefits constraints projects, understand and develop proposals for managing likely impacts on communities and assets, and ensure clear communication with potentially affected stakeholders.
Reporting to the Manager, Murray Programs Constraints, the role will help strengthen program oversight by integrating the constraints project with the broader river health and Basin policy settings, including system operational and governance requirements. This includes articulating the interdependencies between constraints projects and other related work across northern Victoria; identifying risks, sequencing issues and decision points; and preparing clear advice to support project governance forums and senior decision makers. The role requires sound judgement to connect policy settings with project realities, including environmental water delivery, flood risk, stakeholder impacts and system operations considerations.
You will have a strong ability to manage and coordinate projects, excellent time and project management skills to ensure timely delivery of outcomes, and writing skills to prepare succinct, strategic advice to executives. The Senior Project Officer will have the ability to work well in a team environment and be adaptable given the fast-moving environment in which DEECA operates. You will be able to demonstrate a willingness to learn and focus on continuous improvement.
Experience in, or a strong working knowledge of, the water sector, natural resource management, infrastructure planning or government project delivery will be highly regarded.

This is a fixed term position available for a until 29 October 2027. The work location for this position is 8 Nicholson Street, East Melbourne with hybrid work arrangements available.
