The Consumer Affairs and Local Government (CALG) Group works to improve how customers and businesses engage with government by developing strategy, policy, regulation, and programs, while delivering efficient, customer-focused regulatory services that benefit Victorians. The group is committed to providing high-quality, scalable services and driving digital transformation to improve service delivery and customer experience.
The Regulatory Policy Division leads policy and legislative reform across the consumer affairs and local government portfolios, supporting the Minister through evidence-based policy advice, governance, and regulatory reform. The division conducts policy research, consultation, and collaboration with government, industry, and community stakeholders to develop and implement legislative and regulatory changes. It provides subject matter expertise, assesses reform proposals, and delivers end-to-end policy development—from research and consultation through to drafting and implementing legislation—while ensuring reforms align with best practice and national frameworks.
About the Role
The Senior Policy Officer role contributes to the timely development and implementation of high-quality legislative and regulatory reform proposals, legal policy advice on a range of complex matters, drafting submissions, guidance, strategies and other policy documents. The role applies sound knowledge of relevant statutory frameworks to provide critical analysis and input to Cabinet processes and major DGS reforms from a consumer affairs and local government perspective. To be successful in this role, you will have excellent communication and interpersonal skills in order to liaise across DGS and with stakeholders and the ability to manage multiple tasks with limited supervision.
The Senior Policy Officer role provide authoritative policy advice informed by strategic thinking and analysing relevant evidence, supported by targeted stakeholder engagement and sound project management. The position performs a key role in assisting teams in the development of Cabinet submissions on policy and legislative issues related to the Housing Statement and the development of other regulations and legislative instruments.
Key Accountabilities
Policy and Legislative Reform Development – Develop and deliver evidence-based policy and legislative reforms across the consumer affairs and local government portfolios, including research, reviews, consultation, and evaluation of policy options to support government priorities.
Strategic Advice and Government Documentation – Provide high-quality policy advice and prepare key government documents, including Cabinet submissions, briefings, reports, regulatory impact assessments, legislative materials, and ministerial correspondence.
Stakeholder Engagement and Collaboration – Build and maintain effective relationships with senior internal and external stakeholders, negotiate and collaborate across government, industry, and community sectors to support policy development and implementation.
Project Leadership and Team Support – Lead and manage projects, provide guidance and mentoring to team members, and contribute flexibly to organisational priorities and emerging tasks to ensure effective delivery of initiatives.
About You
We are seeking applicants who have demonstrated experience from the following criteria: Policy and Legislative Reform – Develop evidence-based policy and legislative reforms through research, consultation, analysis, and evaluation to support consumer affairs and local government priorities.
Strategic Advice and Communication – Provide authoritative policy advice and prepare high-quality government documents, including briefings, submissions, reports, and legislative materials to support decision-making.
Stakeholder Engagement and Collaboration – Establish and maintain strong relationships with internal and external stakeholders, working collaboratively across government, industry, and community sectors to achieve effective policy outcomes.
Project Delivery and Leadership – Manage and deliver projects effectively, support team capability through guidance and mentoring, and adapt to changing priorities to achieve organisational objectives.
