Economic Division
The Economic Division leads the development of advice to the Government, and implementation of priority projects, for key economic and policy priorities including economic strategy, regulatory reform, housing, social policy, government tax policy and intergovernmental financial relations to drive improvements in Victoria’s productive and efficient resource allocation, competitiveness and equity across the economy.
Regulation Group
Regulation Group aims to support the Victorian Government in growing employment, material living standards and economic activity. We do this by supporting the Government’s agenda to boost Victoria’s productivity and providing advice including on improving how government agencies regulate, risk and insurance policy, and local government. We provide strategic advice, based on Pricing for Value Guidelines, to support policy development on fees related to government services, including regulatory fees. We also provide advice on improving the safety of Victorian workplaces and support those affected by workplace fatalities, injuries and illnesses.
Central Partnerships Team
The Central Partnerships Team has been established to support implementation work of the Economic Growth Statement and is responsible for undertaking a multi-year, significant regulatory reform program partnering with multiple departments and regulators. The work of the Central Partnerships Team also supports and is supported by the whole of Victorian Government regulatory reform program.
About the role
Reporting to the Policy and Reform Lead, this role will be ideal for someone who is passionate about policy reform and wants to be part of a fast-paced team driving significant change for Victorian businesses and the community. The role operates within a complex and dynamic environment that requires a capacity to be highly responsive and agile, exercise sound judgement, effectively liaise with key stakeholders and communicate clearly.
Key Accountabilities
· Provide advice to departmental executives and Ministers on complex and potentially sensitive matters including policy and legislative advice relevant to the delivery of reform projects, and prepare high quality and authoritative briefings, Cabinet submissions, reports and presentations.
· Manage the preparation of documentation and reports for key decision-making bodies, senior executives and government, and implement agreed outcomes
· Lead the drafting of a range of policy and legislative documentation
· Prepare high level research and analysis of policy and legislative issues
· Project management of workstreams, including consultation, timeframes, procurement and budget processes to ensure that objectives and commitments are met on time and within budget and quality requirements.
· Manage tasks, including consultation, budget and reporting processes to ensure that objectives and commitments are met on time and within budget and quality requirements.
· Proactively build and maintain positive stakeholder relationships and communication channels, using informal and formal methods of communication, including the preparation of complex reports, briefings and presentations to influence senior stakeholders to achieve project objectives.
About You
We are seeking applicants who have demonstrated experience from the following criteria:
· Policy and legislative skills:
o Sound knowledge of and/or experience in complex policy and legislative settings.
o Knowledge and/or experience of the Victorian regulatory system.
o Proven track record in public sector policy or project delivery.
· Influence and stakeholder engagement:
o experience preparing high quality verbal and written briefings and advice; including the ability to convey complex issues persuasively and effectively in plain language;
o experience in building relationships and collaborating with a broad range of stakeholders from different contexts
· Conceptual and problem-solving skills:
o demonstrated capacity to solve complex and ambiguous problems
o experience in using a range of frameworks and principles, and/or experience in policy development and advice is preferred
· Teamwork:
o demonstrated capacity to solve complex and ambiguous problems
· Responsiveness:
o experience in providing timely and fit-for purpose advice and products for key stakeholders.
Experience and qualifications
Tertiary qualifications in economics, public policy, law or a related field are required.
This role is a 12-month fixed term position. This position is only open to applicants with relevant rights to work in Australia.
