THE ROLE
The Senior Policy Officer will support the design and delivery of evidence-informed policy, program and system improvements for Victoria's Concessions Program, including the Utility Relief Grants scheme.
This program offers a range of concessions to make essential services – rates, water, electricity and gas – more affordable for low-income households in Victoria and to help out with bills in times of hardship. Other concessions and services such as education, health, recreation and transport are out of scope for the role. Reporting to a Principal Policy Officer, the role will support stakeholder engagement and consultation across the department, Victorian government, and with key external partners to identify and implement opportunities to enhance the effectiveness and efficiency of the program including drawing upon previous reviews, and leading the implementation of policy-related recommendations authorised by government.
In particular, the role will work closely with program delivery and operational staff in the department's Corporate and Delivery Services division to support real-time implementation of program improvements.
The role operates within a dynamic environment that requires a capacity to exercise sound judgement, work with a high degree of autonomy and pick up complex subject matter quickly.
Core to being successful in this role will be your experience in supporting the design and implementation of complex, large-scale policy reforms and program improvements, your project management skills, and ability to produce high-quality and timely policy advice and options based on data, evidence and stakeholder consultation.
