The Senior Policy & Legislation Advisor role is to review, analyse, advise and develop policy and strategy in a range of contexts including strategic, economic, legislative, regulatory and operational. The Senior Policy & Legislation Advisor formulates effective legislative and statutory solutions, provides authoritative policy advice to WorkSafe, and assess and responds to emerging trends and challenges in occupational health and safety and workers compensation.

About the opportunity
The Senior Policy & Legislation Advisor role is to review, analyse, advise and develop policy and strategy in a range of contexts including strategic, economic, legislative, regulatory and operational. The Senior Policy & Legislation Advisor formulates effective legislative and statutory solutions, provides authoritative policy advice to WorkSafe, and assess and responds to emerging trends and challenges in occupational health and safety and workers compensation.
Key accountabilities
- Developing and supporting the review and implementation of legislation and subordinate instruments administered by WorkSafe Victoria.
- Provide expert strategic and timely advice to enable and support the development and implementation of legislative and regulatory reforms, statutory guidance, and non-regulatory policy options including assessment of the most appropriate policy tool to achieve sustainable outcomes.
- Prepare drafting instructions, briefings, cabinet documents, discussion and consultation papers and reports as part of the legislative, parliamentary, stakeholder engagement and other policy processes
- Comprehensive reviews of a range of information products and forms that implement legislation administered by WorkSafe Victoria, including guidance materials, standard letters, forms and publicity materials.
- Proactive identification and escalation of emerging trends, issues and risks in occupational health and safety and workers compensation legislation and policy including reviewing academic literature, case law, industry trends, research and activity in other jurisdictions overseas and keeping abreast of government, stakeholder and community views.
About you
You are an experienced policy professional with a strong track record in developing government and strategic policy. You bring a sound understanding of government processes, supported by highly developed communication and organisational skills. You are adept at managing relationships and effectively negotiating, influencing and problem‑solving with a broad range of stakeholders.
Additionally, you will possess the following skills and experience:
- Demonstrated experience in providing high level authoritative advice on complex legal and policy issues to senior officers, Government departments and Ministers within limited time constraints
- Advanced written communication skills including the ability to explain complex or technical issues clearly and in a way that can easily be understood by a range of audiences
- Experience in occupational health and safety, workers compensation or other regulatory environments
- Excellent analytical, conceptual and problem solving skills with demonstrated ability to identify emerging trends and systemic issues, develop effective responses and position an organisation to take a proactive approach to addressing issues and opportunities
- Demonstrated ability to effectively manage multiple projects through to completion, including working collaboratively with relevant stakeholders including and anticipating and managing risks
- Experience in improving policy capability within an organisation and developing and coaching individuals
- Understanding of the regulations writing process and drafting instructions for development of legislation
- Understanding of Commonwealth-State relations
