The Department of Justice and Community Safety is seeking a Senior Policy Adviser to provide a critical role within the Emergency Management Victoria, Strategy and Policy unit.
About the Business Unit
Emergency Management Victoria
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria.
EMV drives the integration of policy, strategy, operational coordination, sector specific technology, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary & Chief Executive, and Emergency Management Commissioner, and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
Strategy and Policy Division
The Strategy and Policy business unit develops effective strategies, policies, and legislative frameworks to support emergency management preparedness, response, relief, and recovery in Victoria. The unit collaborates across Emergency Management Victoria, government bodies, agencies, communities, and businesses to implement improvements and reforms that promote safer and more resilient communities. This is achieved by providing essential foundations for the sector, volunteers, and communities, such as supporting reviews and inquiries, managing grant funding, implementing disaster-recovery funding arrangements for Victoria, and ensuring initiatives meet community needs and sector outcomes.
Relief and Recovery Strategy and Policy Branch
The Relief and Recovery Strategy and Policy branch leads the development of effective strategies and policies to support relief and recovery efforts across Victoria. The branch collaborates with Emergency Management Victoria, government agencies, not-for-profit organisations, and the community and business sectors to coordinate and enhance relief and recovery initiatives that foster safer, more resilient communities. It achieves this by providing strategic advice to government and senior leaders on relief and recovery policies, embedding continuous improvement processes, managing donations coordination, and ensuring government investments and initiatives meet community needs and sector outcomes. Additionally, the branch oversees the implementation of the Disaster Recovery Funding Arrangements on behalf of Victoria, ensuring the state maximises cost-sharing of relief and recovery programs with the Commonwealth government under these arrangements.
About the Role
The Senior Policy Adviser will assist across the organisation with long term recovery aims, governance, program design, whole of government (and inter-government) coordination, collaboration and liaison. Flexibility and responsiveness will be key to success within this role.
You will be a strategic thinker with experience working on policy reforms within a complex and dynamic environment. You will have a demonstrated commitment to working collaboratively with team members as well as internal and external stakeholders.
This is an important role that will build genuine partnerships and collaborate across all levels of government, to support recovery from emergencies, ensuring that recovery programs meet the needs of affected individuals, businesses, communities and regions.
