The Department of Transport and Planning oversees key planning, transport and land use policy decisions across the State. Planning Panels Victoria are established under either the Planning and Environment Act 1987 or the Environment Effects Act 1978 and are a means of facilitating public participation in the planning and environment decision making process. They provide a process to independently assess planning scheme changes or development proposals through the consideration of submissions, the conduct of hearings and the preparation of written advice to either the planning authority or the Minister for Planning (Minister). Planning Panels are advisory and make recommendations; with the final decision made by the planning authority or the Minister.
About the Role
This is a five year fixed term position.
The Senior Panel Member position is a full-time, five-year contract role appointed by the Secretary as part of a team of full-time members in Planning Panels Victoria (PPV). In this role, Senior Panel Members are appointed by the Minister for Planning to various Planning Panels or Advisory Committees to address matters under the Planning and Environment Act 1987 or the Environment Effects Act 1978. This includes reviewing planning scheme amendments, Environment Effects Statements, and other planning issues referred by the Minister. The Senior Panel Member will assess submissions and provide advice and recommendations to the planning authority or the Minister, either individually or as the Chair of a Panel or Advisory Committee.

Position Outcomes
The Senior Panel Member will lead public hearings in relation to planning scheme amendments, Environment Effects Statements, and other planning issues referred by the Minister, ensuring they are conducted effectively and efficiently. The role involves gathering and analysing both written and verbal evidence from submitters and expert witnesses, while carefully investigating and deliberating on complex, often conflicting evidence and legal or planning arguments. The Senior Panel Member will prepare detailed, well-reasoned advice and provide clear, concise recommendations in a timely manner for the planning authority or the Minister.
In addition, the Senior Panel Member will build and maintain strong relationships with key stakeholders, including DTP staff, local councils, the Victorian Planning Authority, and the community. They will contribute to the ongoing operations of PPV and actively participate in the continuous improvement of public hearings.
As per Section 31A of the Public Administration Act 2004 (Vic), additional duties may be assigned, consistent with the role's classification, skills, and capabilities.
