THE ROLE
The Department of Families, Fairness and Housing established a new service model to support children engaging in high harm behaviours with complex needs who are at risk of future engagement with the justice system. The service provides an intensive and coordinated response to these children and families targeted to addressing the underlying drivers of high harm behaviours including:
- Intensive family services delivered through Restoring Families to work with the whole family
- Statewide specialist forensic mental health and forensic disability services, and
- Behaviour change support that works directly with the child
Identification and referral of eligible children and families will occur through multi-agency referral and planning at an area level. Four MARP Coordinators (one per DFFH division) will work with key organisations and agencies in each area to share information, identify at risk children and connect children and families to support services. The MARP coordinator will also make decisions on service eligibility and facilitate referrals directly into the family services component of the model at an area level. Access to the statewide specialist services and behaviour change support will be managed by a Statewide Coordinator.
Funding the program was recently extended until 30 June 2028 and as a new service will be subject to ongoing development and refinement. The MARP Coordinator will be required to adapt to program and role changes.
ACCOUNTABILITIES INCLUDE
- Initiate and maintain effective relationships and negotiate with internal and external stakeholders at peer or senior levels to gain cooperation and meet service delivery objectives, including:
- Establishing, or where established, improving engagement of partner agencies in local multi-agency partnerships in each area (including with DFFH, Victoria Police and other partners) to share intelligence, and identify and refer high-risk young people
- facilitating regular area-based meetings of the partnership to gather/share intelligence, identify eligible children, monitor trends, and identify emerging cohort needs.
- Manage delivery of key functions integral to the service model, including:
- supporting a consistent approach to identifying and referring children and young people engaging in high harm behaviours at risk of justice engagement
- ongoing information sharing to identify eligible children
- providing advice on service eligibility, suitability and referral pathways
- facilitating referrals for children and families who meet service eligibility criteria. For access to family services this will be managed at an area level working with the Restoring Families Coordinator. For access to statewide specialist services and/or behaviour change supports this will be managed through the Statewide Coordinator.
- Capture localised insights, contextual contributors and service gaps to support systemic responses.
