About you:
The Department of Health is seeking an experienced and motivated Senior Manager to lead its Third Party and Own Source Revenue function. This is a key leadership role responsible for shaping long-term revenue strategies, strengthening financial performance, and guiding a dedicated team delivering high-quality financial and commercial support across the organisation.
The successful candidate will bring a confident and collaborative leadership style, with the ability to translate organisational strategy into clear priorities and inspire others to achieve shared goals. You will demonstrate strong financial acumen and the capacity to align complex funding and revenue initiatives with broader health service outcomes. A strategic mindset and an ability to see the bigger picture are essential.
We are looking for someone with well-developed commercial skills who can apply cost–benefit analysis, identify opportunities to improve efficiency, and focus on activities that deliver the greatest value for the organisation. You will also be an excellent communicator, capable of preparing high-quality briefs, reports and correspondence that are accurate, impactful and tailored to diverse audiences.
Success in this role requires exceptional stakeholder management. You will build effective partnerships, understand the needs and context of partners, and develop innovative solutions that support shared objectives. Strengths in problem-solving are critical, with the ability to gather relevant information, analyse issues from multiple perspectives and implement practical, evidence-based solutions.
Equally important is organisational awareness. You will understand the envir onment, pressures and culture in which the Department operates and use this knowledge to guide decision-making, influence outcomes and support effective service delivery.

Mandatory
A high degree of understanding and knowledge of the health system funding and hospital operations in respect of third party and own source revenue streams (MBS, private health insurance, Medicare Ineligible patients, NHRA), is incredibly important. Knowledge of the Victorian budget processes, relevant departmental systems and environments is essential.
On a personal level the candidate will be someone who is conceptually strong, analytically astute and able to navigate complexity with creativity, while building trusting relationships across all levels through diplomacy, collaboration and clear communication. They will demonstrate sound judgement and decisiveness, maintain strong attention to detail, show drive and high performance standards, and display resilience by staying composed, focused and constructive under pressure.
