Lead a multi-functional team embedded across multiple high impact programs to deliver land use and spatial insights to help drive key decisions for the energy transition.
The Opportunity
The Senior Manager is responsible for leading and managing a dynamic team working across VicGrid's business to deliver land use planning and spatial analysis insights and advice. This integrated land use planning and spatial team is responsible for delivering strategic land use assessments for the Victorian Transmission Plan and developing land use constraints modelling for VicGrid's transmission projects. The Senior Manager is also responsible for the establishment of VicGrid's enterprise technical Geographic Information System (GIS) frameworks and business capability, ensuring VicGrid effectively utilises GIS to drive strategic outcomes with strong data governance.
This is a strategic and technical role that requires an ability to design and implement strategic planning initiatives and spatial analysis products that integrate land use and landscape values into the design of Victoria's energy system – from renewable energy zones (REZs) to the design and development of transmission projects. What you will deliver
- Manage and lead Land Use & Spatial Insight team including technical specialists and external consultants providing overall program direction; oversee and mentor staff to develop leadership and deliver on their accountabilities with high standards of performance.
- Develop, implement and manage a range of land use planning and spatial analysis products that are strategically and technically robust and aligned to program and organisational priorities, needs and strategic requirements. This includes, for example, multi-criteria analysis and other spatial models supporting strategic land use planning and constraints analysis for the Victorian Transmission, REZs and transmission projects.
- Drive the development and management of VicGrid's to internal spatial data governance and data management frameworks, processes and systems needed to support enterprise GIS and VicGrid's spatial analysis capability.
- Develop and provide expert, strategic and authoritative advice to VicGrid's executives, and other state government departments and agencies, on land use planning and GIS matters; confidently represent VicGrid as required at key internal and external meetings, briefings and forums.
What you will bring
- Experience leading a multi-functional team embedded across multiple high impact programs to deliver land use and spatial insights to help drive key decisions for the energy transition.
- Demonstrated experience developing and delivering complex projects including managing a team.
- Proven experience delivering GIS development or spatial analysis projects, including experience implementing ESRI GIS products (ArcPro/ArcGIS Enterprise/ArcGIS Online), FME Flow, PostgreSQL, spatial modelling, data analysis and insights (PowerApps/PowerBI).
- Qualifications in an appropriate scientific field such as environmental science, ecological science, forest science, environmental planning, planning, applied sciences (GIS, Remote Sensing) or natural resource management.
- Experience working within Government will be highly regarded.
