About the Role
The Senior Manager, Intelligence plays a crucial role within the Governance, Strategy, and Intelligence Department, focusing on developing an internal intelligence capability that bridges raw intelligence and organizational strategy. This ensures decisions are driven by validated data, threat projections, and operational realities to support business decision-making.
The role involves collaborating with senior internal and external stakeholders to understand intelligence needs and deliver actionable insights that enhance business performance. Additionally, the Senior Manager will work across departments to ensure data integrity, optimize reporting and analysis processes, and improve the overall intelligence capability at TZV.
Day to day responsibilities include:
Oversee and mentor the team responsible for developing and delivering key intelligence services and reporting products, ensuring the timely provision of actionable insights aligned with business priorities and user needs, including insights on current standards for the Emergency Management Commissioner and other key stakeholders.
Develop and implement the TZV Intelligence Strategy and enterprise intelligence framework to align with TZV’s organisational objectives and strategic plan.
Enable appropriate data governance structures to support effective assurance and executive oversight of TZV’s data and information, in line with legislative and policy requirements.
Lead the development and maintenance of information-sharing frameworks, memorandums of understanding, and protocols for business units within TZV.
Develop and maintain strong relationships with internal and external stakeholders, including key State and Commonwealth intelligence and emergency management agencies.
Engage with senior stakeholders to understand their intelligence needs, communicating insights and recommendations effectively to non-technical stakeholders while overseeing the implementation of best practices for data analysis, modelling, and intelligence offerings.
About You
As the Senior Manager, Intelligence, you will demonstrate the following skills and experience:
Tertiary qualification in intelligence analysis, criminal justice, political science, data analytics, information technology, or mathematical sciences, with substantial management experience in intelligence operations, including leadership of multi-disciplinary analytical teams.
Proven senior management experience in intelligence, analysis, or similar roles, with the ability to produce strategic assessments and brief executives and senior stakeholders.
Demonstrated expertise in developing and implementing intelligence strategies to align with organisational priorities, including threat assessments and risk mitigation frameworks, and in leading and mentoring a multidisciplinary team of analysts and technical specialists.
Strong stakeholder engagement skills, with experience sharing intelligence and addressing insight gaps, and collaborating with business leaders to identify opportunities for leveraging data to improve processes and outcomes.
Excellent interpersonal skills, with the ability to work collaboratively with a wide range of stakeholders, and a proven track record of effective leadership in managing high-performing teams.
Desirable experience in the public sector, emergency services, law enforcement, or regulatory environments; understanding how to maimise the value of advanced analytics techniques, predictive modelling, machine learning, statistical analysis, and understanding of government performance reporting standards.
