The Senior Manager, Finance is a senior leadership role providing strategic financial direction to support the Authority’s sustainability, integrity and compliance.
Reporting to the Head of Finance, you provide decision-ready financial advice to the Executive and Governing Board. You support enterprise stewardship by balancing legislative obligations, investment performance, funding sustainability and risk appetite. The role combines strategic analysis, scenario planning and Board assurance with oversight of day-to-day finance operations.
You will work with stakeholders to oversee investment funds, asset–liability considerations and major finance initiatives (including systems and data-enabled change). The team is based in Bendigo; regular travel to the Bendigo office is required.

- Support Head of Finance to set and embed financial strategy and stewardship frameworks
- Provide authoritative financial, investment and sustainability advice to Executive and Governing Board
- Shape financial governance, assurance and risk aligned with legislation and public sector values
- Oversee investment performance, liquidity and long-term fund viability
- Translate complex financial and actuarial information into clear insights
- Lead financial planning, forecasting and performance frameworks aligned to strategy
- Oversee major initiatives, finance systems and data-enabled change
- Lead and influence a cohesive, professional finance function that delivers enterprise priorities
About you
A strategic, trusted and influential finance leader. You operate effectively in complex, regulated, high-integrity environments; work within delegation; and apply sound judgement across financial, legislative and stakeholder priorities. You bring:
- Senior leadership experience in financial strategy, stewardship and governance in complex organisations.
- Credibility advising Executives and Boards, including translating complex financial/investment matters into clear insights.
- Experience in investment oversight, fund sustainability and asset–liability considerations.
- Strong financial governance, compliance and risk expertise.
- Change leadership, including systems, data, analytics and capability uplift.
- Highly developed stakeholder engagement and influencing skills.
- Proven people leadership, building accountability and high performance.
