Senior Licencing Officer
- Salary: $97,955 - $111,142 (Plus superannuation)

The Role
The Senior Licensing Officer position is within the Policy and Licensing team within the Victorian Fisheries Authority.
The position contributes to the efficient and effective operation of the fishery licensing, permit and quota management system within the legislative requirements established under the Fisheries Act 1995 and subordinate regulations.
The position undertakes administrative processes in the delivery of licensing services for the Victorian Fisheries Authority, including administrative oversight of the Vessel Monitoring System.
This role contributes to the day-to-day delivery of the team's objectives. The position requires the incumbent to possess or attain a thorough knowledge of the relevant fishery legislation and fishery licensing procedures, with a view to providing accurate and timely customer service to a range of stakeholders.
Key accountabilities include:
- Ensure prompt and efficient delivery of fisheries licensing services to the commercial fishing industry and recreational sector.
- Provide training, advice, guidance and leadership to members of the licensing team.
- Develop, document and update policies and procedures relating to permitting, licensing and quota management.
- Provide expert advice in the development, enhancement and operation of local databases, and IT reporting systems such as eCatch, eQuota and LQMS.
- Act as, and provide training to, commercial fishery duty officers and train staff to competently operate complex IT systems such as eCatch, eQuota and LQMS.
- Prepare memorandums, briefings, and correspondence for senior staff and decision-makers.
- Undertake procurement and contract administration activities in accordance with procurement policies, financial management requirements, and organisational procedures. Establish, manage, and monitor purchase orders and contracts using Oracle.
- Communicate effectively with commercial fisheries licence holders, operators, permit holders and field staff on licensing and quota matters.
- Assess and process fishery licence/permit applications and provide recommendations to management relating to the issue or refusal of fishery licences or permits.
- Other administrative tasks as required to support the delivery of priority projects and election commitments.

The position of Licencing Officer will work within Fisheries Management & Boating, Licensing branch, which sits within the Victorian Fisheries Authority (VFA) group.
About You
To be successful in this role you will have the following skills and experience:
- A thorough knowledge of the relevant legislation relating to Victorian fisheries or a highly developed aptitude in the interpretation of legislation, policies and management plans would be desirable.
- Demonstrated experience in managing administration processes and the provision of customer services to the public.
- Demonstrated ability and experience in the operation of computerised records systems.
- Demonstrated ability to maintain a high level of accuracy and attention to detail, with the ability to consistently produce accurate work outputs, meet quality standards and contribute to effective service delivery.
- Well-developed interpersonal, communication (verbal and writing) and presentation skills, with the capacity to interact confidently and professionally with a diverse range of stakeholders.

- Ability and experience in the management, operation and maintenance of computerised records systems, including maintenance of data and system integrity.
