The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Tobacco Licensing Victoria (TLV) was established to deliver the Government's commitment to implement a tobacco regulation and licensing scheme and is part of efforts to reduce the presence of illicit tobacco in Victoria.
A Senior Licensing Compliance and Enforcement Officer is primarily responsible for carrying out inspections, investigations, and enforcement functions of premises that may be selling tobacco across Victoria. Their functions include conducting risk assessments, compliance inspections, investigations, and preparing reports and other documents for the purposes of enforcing compliance with the Tobacco Act 1987 (the Act). Key projects and activities include:
- establishing and leveraging existing key information-sharing arrangements to identify and obtain intelligence from other agencies and regulatory teams
- identifying and implementing systems to ensure effective collection, analysis and reporting of intelligence, including information systems and analytical software
- utilising intelligence to identify and inform strategies to address emerging complex and sensitive issues, risks, and trends.
Core to being successful in this role will be your ability to understand new subject matter quickly, demonstrate appropriate initiative, and your capacity to prepare accurate, timely and audience-appropriate intelligence documents and briefings.
The Opportunity
- Fixed Term to 30 June 2028.
- VPS Grade 5 role: $116,413 - $140,849 per year plus superannuation.
- Work as part of a team and mentor and support Licensing Inspectors, to safely and in accordance with legislation, policy and procedures, conduct observations, inspections and search warrants of premises to monitor compliance with the Tobacco Act 1987 (the Act)
- Work as part of a team, planning, leading and delivering compliance and enforcement actions including intelligence-led, risk-based work programs and investigations. Mentor and support Licensing Inspectors to provide advice on appropriate compliance and enforcement action in accordance with TLV policies and procedures, in response to identified breaches of laws, regulations or conditions.
- Liaise with other branches, government departments, community groups and private organisations to facilitate information exchange.
- Provide information on the rights and obligations under legislation, policy and procedures including answering general enquiries from the public and constructively encouraging compliance
- Document and record all compliance activities in accordance with legislation, policy and procedures in an accurate and timely manner, maintaining integrity and transparency.
- Conduct, mentor and support Licensing Inspectors to condu
ct, a range of inquiries, investigations and compliance monitoring activities, pursuant to the legislation including the preparation of reports, simple briefs of evidence and court documents.
- Identify and recommend options to address existing or potential risks of non-compliance.
- Prepare and mentor and support Licensing Inspectors to issue sanctions in relation to breaches of the Act.
- Completion of other required tasks as directed by your Team Leader.
To be successful in this role you will have:
- Demonstrated knowledge and experience in a conducting compliance and enforcement operations in a regulatory or law enforcement environment.
- Demonstrated knowledge and experience in the use of systems and processes used in the delivery of compliance and enforcement operations.
- Demonstrated knowledge and experience and managing simple investigations and preparing briefs of evidence.
