About the Role
Located within the Employee Learning and Inclusion Branch of the People Strategy and Operations Division, this role plays a key role in delivering organisational development and employee engagement initiatives that contribute to the Department's people strategy and workforce priorities.
We are seeking a highly capable and motivated Senior Learning and Organisational Development Consultant who brings strong organisational development capability, sound judgement, and a collaborative working style. This role suits someone who is passionate about creating positive workforce experiences and who gains satisfaction from delivering complex initiatives that strengthen organisational culture, capability, and performance.
The role contributes to the successful delivery of a range of organisational development programs, with a primary focus on the annual Employee Engagement Survey, including the People Matter Survey. The position also supports key OD initiatives led by the branch, including implementation of the Performance Development Program, contributing to forward facing performance conversation culture, onboarding and offboarding, employee value proposition, recognition, cultural initiatives, and embedding VPS values.
Working closely with senior consultants, executives, people managers, and key stakeholders across corporate areas, you will support the design, coordination, delivery, and continuous improvement of OD initiatives. You will also provide practical OD advice and support to enable high quality, consistent, and effective people practices across the department.
This role plays a critical part in ensuring that employee engagement, workforce insights, and organisational development approaches are translated into meaningful action that drives continuous improvement and measurable outcomes.

Desirable Qualifications and Experience
Relevant tertiary qualification Human Resources (Learning and Development / Organisational Development) or Organisational Psychology
Proven experience within fast-paced, complex roles.
