About the role
Reporting to the Manager Infrastructure Coordinator and Contributions, the role will support coordinated place-based infrastructure planning for housing and jobs growth in Spatial Planning Program locations. This role will prepare community needs assessments and infrastructure plans for greenfield and established urban growth settings, working closely with planning teams, and infrastructure delivery Departments and agencies.
The role will prepare Infrastructure Contribution Plans (ICPs) and develop Growth Areas Infrastructure Contribution and other Works in Kind (WIK) arrangements. This role supports the establishment of stage gates for housing growth in greenfield PSPs and provides infrastructure \ advice and analysis to planning teams working across all development settings.Key Selection Criteria
The role requires a professional with strong interpersonal and influencing skills, able to build stakeholder support and tailor communication to achieve outcomes. Candidates should have proven experience in strategic and project planning, translating strategies into effective programs while monitoring risks and delivery. Technical expertise in infrastructure and urban planning, including knowledge of Victorian planning systems, legislation, and experience working with developers, councils, and government agencies, is essential to deliver integrated and impactful outcomes for the community.

Position accountabilities
DTP is seeking an Infrastructure Planning Officer to support the planning and delivery of transport and community infrastructure across Victoria. This role contributes to the development of Structure Plans, infrastructure plans, and funding mechanisms, ensuring infrastructure is strategically planned and effectively delivered to meet community needs.
You will coordinate place-based infrastructure planning, assess community needs, and work with delivery partners to develop infrastructure scope, sequencing, and locations. The role involves providing technical advice to Planning Managers, resolving issues with ICPs and DCPs, and supporting special projects and reporting, including the Annual Infrastructure Outlook and Greenfield Delivery Report. Building and maintaining strong relationships with government agencies, developers, service providers, and councils is central to this role, facilitating the successful implementation of planning outcomes. You will also support project management and contract protocols to ensure efficient and transparent program delivery. The ideal candidate demonstrates strong planning, project management, and stakeholder engagement skills, with the ability to deliver evidence-based, practical, and community-focused infrastructure solutions across Victoria.
Qualifications and experience
Mandatory
A tertiary qualification in planning, urban development, engineering or a relevant equivalent.
Desirable Demonstrated experience in community and transport infrastructure planning and in a wide range of land use planning, program management, and infrastructure delivery matters.
