Investment and Technology leads and manages the investment lifecycle; drives commercial advice & negotiations to facilitate reform; and enables core delivery through Finance, Procurement & Enterprise Technology.
About the role
Working as part of a small team, you will provide authoritative, articulate, and strategic advice on accounting treatment and reporting options for transactions entered into by the Department. You will lead the delivery of components of the Department’s annual financial report and a range of other reporting requirements for the Department of Treasury and Finance (DTF).
In this role, you will work closely with colleagues within the Finance Division, and with other stakeholders including DTF and Victorian Auditor-General’s Office (VAGO). The team works in a dynamic environment where priorities can change very quickly. This role requires being able to quickly adapt and respond to these changing priorities. The role requires significant stakeholder skills to navigate complex relationships and competing priorities.

This role requires strong project delivery skills, with the ability to define tasks, coordinate and guide others, and ensure that activities are completed on time and to agreed standards. It involves monitoring progress against plans, taking corrective actions when necessary, and ensuring outcomes are met effectively. Clear and impactful communication is also essential, with the ability to deliver structured, concise presentations and tailor messages to different audiences to build understanding.
Success in this role also relies heavily on interpersonal and stakeholder management skills. The ability to genuinely connect with others, detect underlying concerns, and use empathy and objectivity to achieve the best outcomes for individuals and the organisation is key. Building strong, mutually beneficial relationships through understanding stakeholder needs and organisational contexts ensures sustainable results and effective collaboration.
In addition, technical expertise in financial accounting and operations is required. This includes interpreting legislation, accounting policies, and guidelines to ensure statutory reporting compliance, alongside providing expert advice on financial processes and Treasury requirements. The ability to apply this knowledge to deliver reliable financial insights and support decision-making is central to achieving organisational and stakeholder outcomes.

Position accountabilities
This role is responsible for month-end tasks and preparation of financial reports, providing clear variance analysis and commentary for management and key stakeholders. It also supports timely delivery of annual and mid-year reporting requirements through consultation with business areas and Finance.
You will contribute to compliance with the Financial Management Act and related legislation, including preparing the Department’s annual financial report, supporting input into the State’s financial statements, and managing relationships with VAGO and central agencies. The role also involves interpreting accounting standards, advising on complex matters, and preparing high-quality briefs for senior management and stakeholders.
Additionally, you will provide technical financial expertise, assist with implementing system or reporting changes, and contribute to enhancing the effectiveness, efficiency, and capability of the Finance Division.
