About the Victorian School Building Authority
The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
About the Division
The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. They guide VSBA to achieve strategic objectives and ensure decision-making is transparent and accountable.
About the Role
The VSBA Budgeting and Finance branch works collaboratively with divisions and senior executives to achieve organisational objectives and ensure compliance with legislative and other requirements in a complex environment.
The Senior Finance Business Partner provides financial advice and support to the stakeholders to assist with their strategic and operational decision making especially in the areas of budget development, financial management, financial reporting, project accounting and risk management.
The key accountabilities include:
a) assist with preparation of budget bids, briefing notes and other submissions to the Department of Treasury and Finance (including Mid Year Review, carryover, forecast etc), Committees and other stakeholders;
b) lead on internal budget build and manage subsequent changes (including salary, capital, operating and project budgets);
c) monitor financial performance of both divisions and projects including identification of potential issues and options;
d) deliver monthly internal reports with actual versus budget analysis to assist with decision making;
e) prepare financial modelling and other analysis to respond to ad hoc queries from the stakeholders;
f) undertake month end activities including processing of general journals, review of risk register items, salary capitalisation, clearing of work in progress (in consultation with the Project Accountants) etc;
g) ensure alignment between General Ledger/Oracle and other sub-systems on a regular basis;
h) assist with financial reporting requirements including asset capitalisation related items and attend to audit queries;
i) actively drive continuous improvement initiatives to improve efficiency, effectiveness and compliance across the team, branch and organisation.
j) support the Manager and other team members to deliver business partnering and project accounting services;
k) build and maintain positive working relationships with the divisions and other teams;
l) ensure compliance with legislative and other requirements such as Financial Management Act 1994 and the Department's policy and procedures;
m) undertake other duties as required.
