The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
DGS Finance is responsible for financial deliverables for DGS and as a shared service provider to Department of Premier and Cabinet, and the Department of Treasury and Finance. DGS is currently working to streamline and harmonise its shared service deliverables. This position sits within DGS Finance and works closely with the Vicfleet business unit.
VicFleet is a business unit within the Government Procurement branch and provides services to mandated General Government departments and agencies, including vehicle purchasing; finance leasing; insurance; registration; and vehicle disposal.
About you
To be considered for the role, you must be able to demonstrate:
- Demonstrated experience in financial management and analysis within a complex organisational environment, including the preparation of budgets, forecasts, monthly financial reporting, reconciliations, and cost recovery processes.
- Proven ability to apply financial knowledge to support operational and strategic decision-making.
- Well-developed analytical and problem-solving skills, with the ability to interpret financial data, identify risks, assess trends, and provide meaningful insights and recommendations to senior stakeholders. Experience in financial modelling and whole-of-business reporting is highly regarded.
- Sound understanding of public sector financial frameworks and accounting principles, including experience working with lease accounting, cost recovery, and asset management processes. Knowledge of relevant legislation, policies, and compliance requirements is desirable.
- Strong interpersonal and communication skills, with the ability to effectively engage and build relationships with internal and external stakeholders.
- Proven capacity to provide high-quality financial advice, prepare clear documentation, and contribute to collaborative working environments.
- Demonstrated commitment to continuous improvement and innovation, including experience in identifying and implementing process improvements.
- Proficiency in the use of financial systems and modern data analysis/reporting tools (e.g., Excel, cloud-based platforms, or BI tools) is essential.
Mandatory requirements
- A tertiary qualification in accounting or similar area and membership of CPA or CA desirable.
- Expertise in lease accounting and related functions. Specially the analysis of sensitivities in the interest rates and the related financial exposure in the leasing arrangements.
- Experience using an Enterprise Resource Planning system (such as Oracle).
Key Accountabilities
- Oversee the administration of VicFleet's finance lease facility, including preparation of monthly analysis, briefings, and advice on borrowing requirements and payments to the Treasury Corporation of Victoria (TCV).
- Contribute to the ongoing review of administration fees charged to clients and provide evidence-based recommendations for adjustments as required.
- Ensure financial processes and documentation are current and compliant.
- Coordinate the prepar
ation and review of VicFleet's budgets, forecasts, and monthly financial reports.
- Ensure data accuracy, timely system uploads, and completion of monthly account reconciliations in line with departmental standards and audit requirements.
- Provide forward-looking insights and strategic advice to senior stakeholders to inform sound financial decision-making across VicFleet and VicFleet client departments.
- Proactively identify and implement opportunities to improve financial processes, systems, and reporting.
- Design, implement, and maintain forward-looking management reporting processes using contemporary cloud-based analytics platforms.
- Ensure the integrity and accuracy of monthly reconciliations for VicFleet's lease arrangements, invoices, and journals. Maintain appropriate documentation and controls to meet audit and compliance requirements.
