Planning and Land Services delivers responsive, customer focussed, high quality planning, land administration and property services that support thriving places and connected communities.
Land Registry Services (LRS) provides secure and accurate registration services for property, plan and water share transactions in accordance with the Transfer of Land Act 1958, the Subdivision Act 1988, and related legislation. LRS also provides title search and property certificate services, delivered through a private provider, Secure Electronic Registries Victoria (SERV) who also provide administrative services to support the registration of close to one million land transactions, 8,000 plans of subdivision, 3 million title searches and 1.5 million other property information services each year.
About the role
This is an ongoing position. The Senior Contract and Commercial Adviser will support robust contract management of the $2.9 billion Operating Concession Deed (LRS Commercialisation) and associated contracts across LRS. The role will be a subject matter expert on all relevant documents/requirements with a particular focus on assurance, contractual and product approvals, procurement, reporting and governance. This role will proactively identify risks and issues related to the contractual deliverables and obligations of the private operator and promptly Senior Contract & Commercial Advisor Page 2 V1 2025 resolve these in conjunction with relevant parties.

Develop briefs on highly complex issues that provide options for discussion and consideration and will contribute to the development of a set of final options for decision
Initiate and maintain relationships with peer and senior internal and external stakeholders – Negotiates with stakeholders and peers with the object of gaining co-operation and meeting timelines for delivery of project, service or advice.
Key Selection Criteria
Success in this role relies on the ability to emphasise strong Core Victorian Public Service (VPS) capabilities, including applied business and commercial acumen through an understanding of operational costs and the pursuit of efficient ways of working. This includes effectively managing external vendor relationships by understanding engagement terms and holding parties accountable for delivering agreed outcomes.
The role also requires accomplished resilience, demonstrated by remaining calm under pressure, supporting others, making decisive choices, and setting clear courses of action to resolve challenging situations. Effective communication is essential, with the ability to prepare and deliver logical, succinct presentations using clear language and communication channels appropriate to the audience. Working collaboratively is equally important, fostering a supportive and cooperative team environment, engaging across teams to share information, respond to issues and providing support to others in difficult circumstances.
The technical capabilities focus on applied expertise in contract negotiation, evaluation, and award, with the ability to independently apply contract formation principles to develop procurement documentation, assess supplier responses, and support negotiation processes. In addition, the role requires applied skills in value and benefits realisation, including defining expected outcomes for initiatives, tracking delivery against those outcomes, and reporting on progress to ensure benefits are realised and clearly demonstrated.

Qualifications and experience
Mandatory
A tertiary qualification in Law/Project Management/Commerce and/or experience in the field (desirable) – 3+ years’ experience in procurement and contract management, including practical knowledge of Supplier Relationship Management Systems, Contract Management Frameworks and Risk and Safety Management (desirable)
