Senior Business and Commercial Analyst
- Salary: $113,022- $136,747 (Plus Superannuation)
- Fixed-Term position to 30 June 2026
- Usual hours of work: Full time (flexibility may be available)

The Role
As a Senior Business and Commercial Analyst, you will be responsible for delivering robust analysis, financial modelling and advice on the portfolio's financial/commercial transactions. This includes advice on complex commercial/financial transactions, business due diligence and supporting organizational transformation in line with delivery of Government budget priorities and the departments key functions. This role requires project management, risk management and working within complex and varied service delivery models.
You will work effectively as a member of a team, enjoy flexible working arrangements and undertake a wide variety of work across the branch.
Key accountabilities include:
- Deliver a range of advanced financial, commercial and strategic advice, modelling and analysis in relation to the complex transactions and business transformation initiatives, including;

- leading or supporting initiatives to improve efficiency and effectiveness while ensuring compliance within financial policies and other Government frameworks. This could involve finance process mapping/redesign, financial analysis and reporting;
- critical analysis of proposed initiatives and transactions including providing detailed due diligence in line with agreed polices and frameworks, and with a particular focus on financial, commercial, risk and value for money issues; and
- providing advice and support on the implementation of approved initiatives.
- Work collaboratively with internal and external stakeholders in the identification, assessment and management of financial and commercial issues/risks in relation to key initiatives across the Department and its agencies to support improved financial outcomes and minimise risks. This will entail working closely with various internal and external stakeholders.
- Provide insightful data modelling and analytical skills across a range of financial issues and data sets utilising relevant analytical and modelling approaches / tools and provide user friendly reports to senior managers to inform decision making.
- Undertake the development and review of relevant submissions, funding proposals, briefings and reports, ensuring issues and risks impacting the portfolio are actively managed.
- Assist/manage/co-ordinate the implementation/transformation/migration of financial systems/data and tools as required.
The Team
The position of Senior Business and Commercial Analyst will work with Finance, Investment and Procurement branch, which sits within Corporate Services group.
The Corporate Services group consists of specialist functions including finance, investment and procurement, performance and governance, legal and legislation, people and culture, information technology and workplace services and emergency management. These functions enable the department to operate efficiently and effectively and support the Secretary and Ministers to meet legislative obligations and responsibilities whilst actively supporting the department's portfolio groups and Ministers to create the conditions for growing Victoria's prosperity, building the productive capacity of our economy, and increasing participation.

About You
To be successful in this role you will have the following skills and experience:
- Strategic Financial and Commercial Analysis Skills: Excellent financial and commercial advisory skills with demonstrated experience in modelling, investment evaluation and capital operating model analysis. Demonstrated experience in analysing complex financial/commercial concepts, ideas and issues to facilitate strategic decision making. Experience in analysis and implementation of business transformation initiatives, and an understanding of issues associated with project development, project management and delivery. Problem Solving; Focuses on activities and projects that will bring the best business return for the team and organisation.
- Conceptual and analytical ability: Deals with concepts and complexity comfortably; Uses analytical and conceptual skills to reason through problems; Has creative ideas and can project how these can link to innovation.
- Project Management/Change Management: Ability to manage projects, including planning, execution, and monitoring progress and supporting with change process.
- Verbal and Written Communication: Prepares briefs, letters, emails and reports using clear, concise and grammatically correct language; Edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; Uses appropriate style and formats.
- Stakeholder management: Identifies issues in common for one or more stakeholders and uses to build mutually beneficial partnerships; Identifies and responds to stakeholder's underlying needs; Uses understanding of the stakeholder's organisational context to ensure outcomes are achieved; Finds innovative solutions to resolve stakeholder issues through influence and negotiation.
- Service excellence: Constantly looks for continuous improvement opportunities and ways to innovate and encourages others to do the same; Takes responsibility for correcting problems promptly and without becoming defensive; Makes specific changes in work methods to improve outcomes, quality and timeliness of service; Monitors client and stakeholder satisfaction.
