About the Role
An exciting opportunity exists to join the Early Learning Funding Unit within the Early Learning Operations and Monitoring Division. As a VPS5 Senior Data Analyst, you will lead complex funding modelling, data analysis and reporting that supports Victoria's kindergarten funding model. Working across policy, operational and digital teams, you will provide evidence-based insights that inform funding decisions, support reform implementation and contribute to the delivery of high-quality funding outcomes.

They bring well-developed analytical and problem-solving skills, with the ability to interpret complex information, undertake sophisticated modelling and communicate technical findings clearly to a range of audiences. They exercise sound judgement, demonstrate strong attention to detail and can manage competing priorities while delivering high-quality outcomes to tight timeframes.
The role requires strong stakeholder engagement and collaboration skills, with the ability to build effective working relationships across the department and with external partners. The successful candidate will work closely with policy, operational and finance teams to support funding design, data quality, reporting and implementation.
They will demonstrate initiative, adaptability and a commitment to continuous improvement, contributing their technical expertise to a collaborative, high-performing team and supporting the delivery of effective kindergarten funding outcomes.

About the Division
The Early Learning Operations and Monitoring (ELOM) Division leads core funding, policy, operational and monitoring functions for funded three and four-year-old kindergarten in Victoria.

Key responsibilities of the Early Learning Sector Monitoring and Support Branch include:
ELOM Division works closely with other divisions across ECE, other central divisions including Performance and Evaluation Division, and early childhood staff in Regions and Areas. ELOM Division plays a key role in providing input and expertise into the planning and implementation of Best Start, Best Life reform activities as well as providing advice and support to Early Childhood Implementation Branches.
ELOM Division also works in consultation with key sector peak bodies and stakeholders.
About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
