The Security & Emergency Manager is responsible for providing leadership, governance and specialist advice across security, emergency management and overall organisational resilience for Federation Square. The role oversees security operations and contracted security services while ensuring the organisation maintains effective frameworks, plans and capabilities to anticipate, prepare for, respond to and recover from disruptive events.
The Security & Emergency Manager will work closely with the Fed Square Operations and Assets Teams, Planning & Interpretation Teams and outside agencies to develop, implement, and maintain venue security and emergency management protocols and procedures.
The Melbourne Arts Precinct Corporation (MAP Co) is the State Government agency responsible for overseeing the delivery of the Melbourne Arts Precinct Transformation and provides governance and an operational structure to one of Melbourne's most iconic cultural spaces: Fed Square.
MAP Co leads the Melbourne Arts Precinct Transformation, Australia's largest ever cultural infrastructure project, delivering The Fox: NGV Contemporary and the major rejuvenation of Arts Centre Melbourne (ACM), joined together by 18,000sqm of green public space.
It also takes on the management and operations of Fed Square and is responsible for connecting a single continuous art, civic, and cultural precinct stretching from Fed Square through Southbank.
Once the transformation is complete, MAP Co will also manage and activate Laak Boorndap, the 18,000 urban garden that will connect the Melbourne Arts Precinct in a seamless and immersive cultural experience.
Fed Square is the gateway to the art precinct – and as Melbourne's public square it is the civic, cultural and community heart of the city. It home to four of Victoria's major cultural institutions: ACMI – Australia's Museum of Screen Culture, the Koorie Heritage Trust (KHT), Melbourne Electronic Sound Studio (MESS) and The Ian Potter Centre: NGV Australia along with an array of restaurants and cafes. Located opposite the iconic Flinders St Station, it is Melbourne's premier meeting place, tourist destination and event venue for thousands of free events every year.

Key Responsibilities and Accountabilities:
- Manage the contracted security services, control room operations and electronic security systems, ensuring contractual compliance, effective service delivery, performance monitoring and adherence to approved security procedures and standards
- Support the development, implementation and continual improvement of MAP Co's Organisational Resilience Framework including the maintenance of response and recovery policies, processes and governance frameworks.
- Maintain the Emergency Control Organisation and Chief Warden capability, emergency procedures and Emergency Operations Centre arrangements for Federation Square including training, exercising, acting as Chief Warden during business hours and support for nominated Chief Wardens to maintain compliance.
- Support the coordination of the Emergency Operations Centre (EOC) acting as Chief Warden during high risk events (Level 4 Events) Provide on-call security, emergency management and organisational resilience support for major incidents and emergency activations, including advice, escalation management and stakeholder coordination where required.
- Manage the performance, maintenance and lifecycle planning of physical security systems, including access control, CCTV and associated technologies, identifying asset renewal requirements and recommending investment and continuous improvement opportunities to maintain operational effectiveness and resilience.
- Develop and maintain positive stakeholder relationships with local law enforcement, emergency services, and other relevant agencies to coordinate emergency response plans.
- Facilitate organisational resilience and security risk assessments and identify emerging threats, vulnerabilities and opportunities to improve preparedness
- Investigat
e security and emergency incident response, ensuring accurate documentation, reporting, lessons learnt and continuous improvement activities are undertaken.
- Coordinate resilience exercises and assurance activities to test organisational capability and response readiness.
- Monitor external threats and environmental changes that may impact organisational operations, reputation or service continuity.
- Provide specialist security, resilience and emergency management advice to the Head of Fed Square Operations & Assets, Operational Leaders and Executive team.
- Support the development of a positive, customer-focused culture that promotes security awareness, resilience, preparedness and continuous improvement across the organisation.
- Ensure compliance with all relevant safety and security regulations and legislation.
- Other duties as directed as assigned by the management.
Key Selection Criteria
- Leadership, Governance & Influence - Demonstrated ability to influence across organisational boundaries, building credibility and trust with diverse stakeholders. Proven experience providing strategic advice to senior leaders, and effectively communicating complex security, resilience and operational matters to support informed decision-making.
- Security Governance and Operations - Demonstrated experience in implementing security governance frameworks, policies, standards and assurance programs within a complex public-facing organisation. Proven capability overseeing contracted security services and physical security systems, including CCTV, access control, control room operations, security investigations and contractor performance management.
- Organisational Resilience and Emergency Management - Demonstrated experience in organisational resilience, business continuity, crisis management and emergency management. Proven ability to support the development of frameworks and processes as well as development and delivery of training and exercising programs that enhance organisational preparedness, response and recovery capability, including Emergency Control Organisation governance.
- Risk Management & Analysis - Demonstrated ability to identify, assess and manage security, operational and organisational risks. Strong commitment to safety, quality and environmental responsibility, with the ability to apply strategic thinking to develop mitigation strategies and improve organisational preparedness and resilience.
- Stakeholder Engagement and Service Excellence - Demonstrated ability to establish and maintain productive relationships with internal and external stakeholders, including government agencies, emergency services, contractors and operational teams. Proven ability to deliver high-quality service outcomes through collaboration, communication and continuous improvement.
- Financial and Contract Management - Demonstrated experience managing operational budgets, security service contracts and associated procurement activities, ensuring value for money and effective service delivery outcomes.
Desired Experience/Qualifications:
- Relevant experience and/or tertiary course in security management, emergency management and/or counter terrorism.

Position Specific Requirements
This role participates in an on-call arrangement and may be required to provide after-hours security, emergency management and organisational resilience support in relation to significant events, major incidents, emergencies and operational disruptions.
