About the Victorian Early Childhood Regulatory Authority (VECRA)
The Victorian Early Childhood Regulatory Authority (VECRA) is the statutory authority responsible for regulating early childhood education and care services in Victoria. VECRA works to ensure the safety, wellbeing and development of children through effective regulation, compliance, quality assessment and continuous improvement across the early childhood sector.
VECRA plays a critical system management role, providing guidance, oversight and assurance to the sector while supporting high-quality early childhood education outcomes for Victorian children and families.
About the Branch
The Licensing Branch comprise several specialist regulatory teams with responsibility for VECRA's licensing functions. The branch also facilitates risk-based regulation through the analysis of risk intelligence and provides expert regulatory advice, strategic direction, and leadership on a broad range of regulatory issues and complex compliance and enforcement matters.
The Licensing Branch business units are responsible for the following VECRA regulatory functions:
Licensing and Permissions – licensing teams are responsible for controlling entry to the early childhood education and care services market and maintaining ongoing administration of licensing processes. Licensing teams assess and approve licence applications for new early childhood education and care service providers and new service premises. They undertake probity assessments to ensure individuals are fit and proper persons to be involved in the provision of an education and care service. They also administer ongoing licensing processes including applications for service approval, service transfer, amendments, suspensions, waivers, and notifications of change of details.
VECRA Enquiries - the enquiries function handles all incoming contact through the statewide 1300 advice line and email inbox channels. The function triages incoming enquiries for VECRA and provides key information and regulatory advice to a range of stakeholders. The Licensing Branch is responsible for licensing and administering provider and service approvals, assesses fitness and propriety of individuals and provides a first point of contact for regulatory enquiries.
About the Role
The Regulatory Authority undertakes a high-volume licensing function for the provision of education and care services in Victoria. As a Risk and Governance Advisor, you will play a vital role in supporting the delivery of high-volume licensing functions for education and care services in Victoria. This position focuses on ensuring compliance with regulatory requirements, maintaining the integrity of licensing processes, and delivering high-quality outcomes for stakeholders.
The Risk and Governance Advisor will assess licensing applications, conduct fit and proper assessments, and contribute to the development and implementation of efficient licensing processes. Collaborating with internal and external stakeholders, you will provide expert regulatory advice and contribute to the continuous improvement of licensing operations.
The role requires a proactive and collaborative individual who can effectively manage competing priorities in a sensitive and fast-paced operating environment.
The successful candidate will demonstrate strong analytical and problem-solving skills, excellent stakeholder management, and the ability to adapt to changing priorities while maintaining a focus on quality and compliance.

The Risk and Governance Advisor role req uires sound experience in, and understanding of, regulatory and licensing processes. The successful candidate will demonstrate flexibility and adaptability to effectively manage competing priorities and support operational service delivery within a complex and sensitive environment. This role also involves advocating for VECRA interests, providing expert advice, and fostering productive collaboration with a wide range of stakeholders to achieve shared outcomes.
Qualifications and Experience
Relevant tertiary qualification or experience in licensing, or early childhood or human services regulation would be highly regarded.
