Balwyn High School is one of Victoria¿s leading government schools, known for its strong academic outcomes, extensive co¿curricular programs and commitment to continuous improvement. As a large and complex organisation with significant facilities, capital projects and community engagement, the School operates in an increasingly regulated environment. Balwyn High School is one of a small number of Victorian government schools proactively introducing a dedicated Risk and Compliance Manager role, reflecting the School¿s commitment to leadership in governance, safety and organisational resilience.
The Risk and Compliance Manager supports the development and implementation of the School¿s risk management, compliance and safety frameworks. The role works closely with leadership to assist in identifying, assessing and managing risks across the organisation while ensuring systems are in place to monitor compliance with regulatory, legislative and governance obligations.
The position provides coordination, analysis and advice that strengthens the School¿s capability in risk management, compliance monitoring, emergency preparedness and continuous improvement. Key stakeholders include the Principal Team, Business Manager, Facilities Manager, HR Manager, School Council, and OH&S and Governance Committees, and relevant regulators, particularly the Department of Education.
Risk Management
Lead the design, implementation and review of the School¿s enterprise risk management framework in consultation with leadership.
Maintain the School¿s risk register and ensure risk assessments are completed and reviewed regularly.
Identify emerging risks, analyse impacts and propose mitigation strategies.
Provide risk insights and reporting to leadership, committees and key stakeholders.
Compliance Oversight
Ensure the School complies with all relevant legislation, VRQA requirements, Child Safe Standards, regulatory frameworks, and Department of Education policies.
Maintain and update compliance registers and ensure statutory reporting is completed accurately and on time.
Develop systems to monitor and report compliance status across the School.
Assist with internal reviews of compliance processes and support external regulatory reviews where required.
Coordinate policy review cycles and assist in maintaining governance documentation.
Governance and Assurance
Assist in maintaining governance frameworks that support accountability and transparency.
Support the review and improvement of policies, procedures and internal controls.
Assist leadership in monitoring risk controls and identifying opportunities for organisational improvement.
Occupational Health & Safety
Oversee the School¿s OHS framework, policies and processes, ensuring alignment with legislative requirements and best practice.
Coordinate workplace safety risk assessments, incident investigations and corrective actions.
Provide expert advice and training to staff on OHS matters.
Analyse incident trends and support preventative safety initiatives.
Support the HR Manager in their role as Return-to-Work Coordinator.
Emergency Management
Lead development, review and communication of the School¿s Emergency Management Plan.
Coordinate emergency preparedness activities and staff training.
Ensure effective procedures for incident response and recovery.
Training, Reporting & Stakeholder Engagement
Develop and deliver compliance and risk awareness initiatives for staff.
Prepare and present risk and compliance reports to the Principal and relevant committees.
Foster strong relationships with key internal and external stakeholders including regulators, insurers and advisors.
Coordinate the effective use of Department of Education reporting systems (e.g. EduSafe Plus, AIMS) to support incident reporting, compliance monitoring and organisational risk insights.
Continuous Improvement
Review policies and procedures periodically and recommend improvements to enhance risk and compliance maturity.
Promote a culture that values proactive risk management and continuous enhancement of compliance practices.
