Reporting to the Regulation Manager, the Regulation Analyst is a key member of the Housing Registrar team with a high degree of autonomy and accountability for their work program. The role leads regulatory oversight, with the support of senior staff, for a portfolio of community housing providers, providing expert, evidence-based advice and exercising sound regulatory judgement in a complex and evolving regulatory environment.
The role combines detailed analytical work with broader strategic engagement. This includes interpreting performance and risk information, contributing to regulatory reporting and reform initiatives, and supporting the continuous improvement of the regulatory framework.
The Regulation Analyst engages directly with housing provider management and boards, tenants’ representatives and government partners. This includes clearly communicating regulatory expectations, reviewing and testing evidence, supporting issue resolution, and determining proportionate regulatory responses based on provider risk, performance and context.
The role also plays a key part in shaping regulatory reform and improvement projects that strengthen governance and performance across Victoria’s community housing providers, contributing to better housing outcomes for renters and a more sustainable sector.
The role would suit applicants with backgrounds in regulation, policy, governance, law, economics or the not-for-profit sector. Specialist financial qualifications are not required. The role offers the opportunity to apply regulatory skills in a context that delivers tangible social benefit.
