The Department of Justice and Community Safety (the department) is seeking a Regional Manager (Metro), to provide a critical role within Sheriff's Office Victoria – North West Metropolitan Area.
About the Business Unit
The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria. Justice Services (JS) is a business unit within Corrections and Justice Services (CJS) group and is responsible for the direction, management and operation of Victoria's Community Correctional Services system across Justice Service Centre locations and Victoria's adult parole system. JS also supports the delivery of critical justice services across Victoria on behalf of program partners, Youth Justice community operations, Sheriff's Office Victoria (SOV) and Regional Aboriginal Justice Advisory Committees.
About the Role
The Regional Manager has a designated area of responsibility and reports to the Executive/Regional Director, CJS, and collaborates closely with the Director, SOV (Sheriff of Victoria) and the Deputy Sheriffs. SOV has an overarching responsibility for the strategic direction and support of policy, operational enforcement of warrants and technological matters for regional sheriff's officers and regional management. It also coordinates centralised administrative functions on behalf of the Sheriff of Victoria.
The Regional Manager leads a team of sheriff's officers and provides tactical and operational advice on all aspects of performance, reporting on procedural and legislative compliance, including Occupational Health and Safety (OH&S) requirements. The role also manages the effectiveness of systems, resources and processes, and promptly advises on risks that may impact on performance, departmental reputation, and stakeholder relationships.
The functions of the role also include the enforcement or execution of criminal (arising from unpaid fines or court orders) and civil (arising from orders made following civil disputes) warrants or other processes from Victorian and Federal Courts, attending warrant addresses and conducting operations (which includes multi-agency roadblocks).
The Regional Manager performs all the powers, functions and duties that are delegated by the Sheriff of Victoria. These include, but are not limited to, demanding payment, taking enforcement action under the Fines Reform Act 2014, seizing and removing property, arresting debtors and delivering vacant possession of a premises to the person named on the warrant . As a sheriff's officer, the role is required to carry, possess and use personal protective equipment that includes prohibited weapons and to maintain currency as required by the Sheriff of Victoria.
The Regional Manager participates in community engagement activities including education and consultation across the region to enhance community perceptions, raise the profile of Sheriff Operations and deliver programs for Aboriginal and Torres Strait Islanders, and Culturally and Linguistically Diverse (CALD) Communities.
The Regional Manager position is a uniformed sheriff's officer and an appointed bailiff of the Supreme Court of Victoria.
