The Project Officer - Learning Experience Design is responsible for the design and development of innovative, engaging and accessible learning programs for fire and emergency management. The successful applicant will have sound knowledge and experience in applying instructional design theories and leverage multimedia tools to design and deliver high-quality training materials across various formats – including e-Learning, virtual, in-person and hybrid environments.
You will work effectively as a member of a team, enjoy flexible working arrangements and undertaking a wide variety of work across the division. You will be self-starting, demonstrate initiative and creativity, enjoy taking on new challenges, and be able to form and maintain positive working relationships within the Infrastructure and Resources Division, across the department and with key stakeholders including subject matter experts.
The Program is Not a ‘business as usual’ uplift. The Program requires structural, cultural, and operational changes in how BFS governs, delivers, and scales learning and development from an emergency management perspective.
The Program is established to lead a response to a recently conducted review of BFS Emergency Management learning and development activities.
Key Responsibilities
About You
You are a hands-on learning design professional with a strong delivery focus and experience to drive value through working collaboratively. You have strong partnering and co-creation skills with a focus on the future. You have a strong drive to deliver products that respond to the needs of business and the learner
You will bring expertise in blended learning design in operational or safety critical contexts with clear outcome focused deliverables. You have strong knowledge and experience in the design and development of innovative learning products and experiences, both digital and physical, with experience using Articulate 360 (Storyline and Rise).
Ideally you will have experience in competency-based assessment governance including mapping to role pathways, marking guides, and evidence books to ensure audit readiness. You will also have demonstrated skills in Adobe Suite products, particularly InDesign and Premiere Pro, with the ability to design, edit, and produce high-quality learning materials and multimedia resources to support training delivery.

This is a fixed term position available for a period of 3 years. The work location for this position is flexible within Victoria with hybrid work arrangements available.
