About the Role
Fixed Term Full Time Until 31st of December 2026
The Train and Tram Zone Activity Centre Program is a key initiative of Plan for Victoria, to deliver more homes close to services, jobs, and transport across Melbourne. 2.24 million new homes are needed across the state by 2051. Increasing housing choice in places that are well-located and maximise use of existing infrastructure and transport is a key priority to support the liveability and sustainability of our neighbourhoods and communities. We have introduced new planning controls in the initial 10 Pilot Activity Centres, allowing an additional 60,000 homes to be built. Planning controls for 50 new train and tram zone activity centres are now in development.
The Activity Centre Division works across State Government and with local government, industry and the community to implement the Government’s Activity Centre Program. The Project Officer role supports targets and modelling analysis and coordination, program metrics and evaluation, the governance framework, and preparation of briefs and submissions. It requires a motivated individual who can assist the team in project delivery, technical analysis, as well as good administrative and work management skills to help deliver the program in parallel with other important government initiatives and reforms.

We are seeking a proactive professional with strong foundational skills in critical thinking, impactful communication, and continuous improvement, who can deliver projects effectively while remaining resilient, adaptable, and responsive to changing priorities. They will guide task delivery, contribute innovative ideas, and bring solid proficiency in Microsoft Office and related systems to support high-quality outcomes.
Position Outcomes / Accountabilities
- Work independently and as part of a multi-disciplinary team to contribute to analysis and communication of housing modelling, including policy options, for the delivery of the Activity Centres Program objectives.
- Support the team’s effectiveness through developing quantitative insights, analysis and evidence from spatial and other sources that support the delivery of the Activity Centres Program
- Provide high-level administrative and project management support to assist in the delivery of the Activity Centres Program, including the development and management of appropriate administrative tasks.
- Support engagement with key stakeholders across Government, local government, the community and the development industry.
- Contribute to a positive and collaborative culture in the workplace.
- Work flexibly and collaboratively across the business to deliver business unit, group and DTP priorities and initiatives as required.
Qualifications and Experience
Mandatory
- Working knowledge of the Victorian planning system
- Demonstrated written skills and ability to analyse and present complex information
- A relevant tertiary degree in urban planning or a related field
- Experience with data analysis
Desirable
- Demonstrated experience with professional GIS software (QGIS and/or ESRI ArcGIS)
- Demonstrated ability to perform data queries and analyses
- Demonstrated experience in complex land use planning projects and policy development
- Experience with program monitoring and evaluation
