ROLE SUMMARY:
The Program Officer – Flood Risk Planning supports the Regional Flood Risk Engagement Program by ensuring new flood modelling data is effectively applied to emergency planning, operations, and community engagement activities.
Reporting to the Program Manager, the Program Officer works closely with Operations Officers Emergency Management (OO-EMs), Community Resilience Coordinators (CRCs) and Operations Managers Unit Support (OM-US) across multiple Unit Support Teams (USTs) to improve flood planning at the local, municipal, and regional levels.
This role is responsible for enabling the development of Municipal and Regional Emergency Management Plan (MEMP and REMP) Flood and Storm Sub-Plans and Local Flood Guides and helping to deliver operational plans for VICSES Units outside the Melbourne metropolitan footprint.
The Program Officer will contribute to consultation processes and prepare materials for key stakeholders and committees. They will also help to design and deliver flood and storm-focused exercises. The position needs adaptability to cope with competing priorities, strong collaboration and engagement skills, and an understanding of Victoria's emergency management framework to support the delivery of practical and coordinated flood planning outcomes across the regions.
The Program Officer may be required to travel to regional locations across Victoria to support the development of plans and engage with key regional stakeholders.

We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Fire Rescue Victoria (FRV), Parks Victoria and the Department of Energy, Environment and Climate Action (DEECA) during major bushfire and emergency incidents.
