ROLE SUMMARY:
The Program Manager – People, Safety & Wellbeing (PSW) reports to the Executive Director PSW and is responsible for leading and coordinating a portfolio of strategic programs that strengthen VICSES' people capability, safety systems, and organisational wellbeing outcomes.
This role provides sustained program leadership across multiple interrelated initiatives that support the long-term priorities of the PSW directorate and the broader VICSES strategy. The Program Manager ensures complex programs of work are designed, coordinated, implemented and embedded across the organisation, supporting capability uplift, regulatory compliance, member frameworks (EA and Regulations) and continuous organisational improvement.
The position leads the planning and delivery of multi-year programs of work (typically spanning three to five years) that address strategic workforce priorities including safety and wellbeing initiatives, leadership capability, workforce governance, cultural reform, and organisational improvement initiatives.
Working closely with the Executive Director PSW and senior leaders across VICSES, the Program Manager ensures strategic initiatives are delivered in a coordinated, sustainable and measurable way. The role establishes program governance, drives cross-functional collaboration, manages program risks, and ensures the successful translation of strategy into operational outcomes.
As a permanent capability within the PSW team, this role provides continuity of leadership for strategic initiatives that require sustained organisational focus beyond individual project lifecycles.

Victoria State Emergency Service (VICSES) is a volunteer-based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.
As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Fire Rescue Victoria (FRV), Parks Victoria and the Department of Energy, Environment and Climate Action (DEECA) during major bushfire and emergency incidents.
