About the role:
The Program Manager for the Mental Health and Wellbeing Client Management System (MHWCMS) provides effective management and oversees all aspects for the end-to-end delivery of large and complex ICT digital health programs within the Department of Health, ensuring alignment with strategic objectives and compliance with Department and Victorian Government frameworks. This role reports into the Manager, PMO within the Digital Health Projects Unit, and is responsible for leading the successful design, solution, roadmap, and delivery of the MHWCMS program across Victoria's mental health service providers. This role ensures that implementation is aligned with the objectives of Recommendation 62 of the Royal Commission into Victoria's Mental Health System.
The Program Manager, MHWCMS manages and is involved in the program's strategic project workstreams, budget, complex plans, change management, and governance committees. The role will lead multidisciplinary teams across government and external partners, applying structured project management methodologies to manage scope, risks, dependencies, resources, and compliance with relevant frameworks (e.g., procurement, privacy, cyber security). The position will oversee planning, execution, monitoring, and reporting, ensuring that project objectives are met and benefits are realised.
This Program Manager, MHWCMS requires strong leadership, stakeholder engagement, and communication skills, with the ability to navigate ambiguity, drive outcomes, and foster collaboration across diverse teams to deliver high-quality technology digital solutions that support mental health service delivery across Victoria.
