About the role:
This position is a Fixed-Term, Full-time role from 1 December 2025 to 30 June 2026.
The Program Manager will lead the planning, coordination and delivery of a portfolio of reform initiatives that advance the democratisation of data across the Department of Health. This role will work collaboratively across analytics teams, program areas, and business units to implement strategic priorities that improve data accessibility and usability to ensure accurate, reliable and timely use of data across the organisation.
To be successful in the role you will have excellent program and portfolio management skills, demonstrated experience in leading complex, multi-stakeholder projects, strong communication and relationship building skills, experience in delivering reform projects within a large-scale government organisation, and a proven ability to drive organisation change.
Experience in working in data and analytics and a knowledge of contemporary approaches to data governance, platforms and tools would be a distinct advantage.

The Department of Health is seeking an experienced and strategic Program Manager to lead the delivery of complex programs that improve health outcomes for Victorians. As Program Manager, you will be responsible for overseeing the planning, coordination and execution of major programs from initiation through to completion. You will develop and monitor detailed project and program plans, ensuring objectives are clearly defined, risks are managed, and deliverables are achieved on time and within scope.
Success in this role will rely on your ability to engage and influence a wide range of stakeholders. You will build strong, collaborative partnerships across government, industry and the community, using your understanding of stakeholder needs to deliver shared outcomes and innovative solutions. Your ability to influence and negotiate effectively will help secure buy-in and alignment to support the department's strategic goals.
You will also play a key role in leading and managing change—promoting new ways of working, communicating the rationale for change, and maintaining optimism and focus through challenges.
The position requires a self-aware and resilient leader who welcomes feedback, manages pressure constructively and demonstrates sound judgement under uncertainty.
