About the role
This role will lead a high performing team and collaborate across State government to coordinate place-based infrastructure planning, developing and analysing growth related community needs and agreeing on the required infrastructure and facility provision and sequencing with responsible Departments and delivery agencies. This role will work across metropolitan and regional greenfield development settings, and priority precincts, activity centres and other locations for growth in established urban areas to support the delivery of Spatial Planning projects, ensuing an integrated approach to land use and infrastructure planning. The role will input into the development of Infrastructure and Development Contribution Plans and Growth Area Infrastructure Contributions Works in Kind agreements to support delivery.
Key Selection Criteria
The role requires a highly skilled professional with experience in strategic urban and infrastructure planning, including working with developers, local government, and across State Government to achieve agreed project outcomes. The ideal candidate demonstrates strong capabilities in influencing and negotiating, stakeholder management, project delivery, and collaborative leadership, with a proven ability to guide strategic planning and develop team capability. A thorough understanding of the Victorian planning system, relevant legislation, and complex project management, including risk analysis and solution development, is essential.

Position accountabilities
DTP is seeking a skilled professional to lead place-based coordination of infrastructure for Victoria’s Spatial Planning locations. In this role, you will assess community needs and collaborate with delivery partners to develop comprehensive infrastructure and facility plans, including scope, sequencing, and site identification. You will build and maintain strong relationships with key stakeholders across government agencies, the development industry, and local councils to support effective infrastructure planning and delivery.
You will actively contribute to strategic projects that enhance the provision of infrastructure, facilities, and services across Victoria, negotiating with developers, service providers, and councils to ensure planning outcomes are implemented efficiently. Your work will include preparing and analysing agreements such as GAIC WIK, GAIC, and other relevant arrangements. You will provide high-quality analysis, briefings, reports, and presentations to senior decision makers, contributing to strategic planning documents including the Annual Infrastructure Outlook and the Annual Greenfield Delivery Report. This role also involves leading and supporting a high-performing team, fostering collaboration, and motivating staff to achieve excellence in place-based infrastructure planning. The ideal candidate will bring strong project coordination, stakeholder engagement, analytical, and leadership skills, with a commitment to delivering high-quality infrastructure outcomes for Victoria’s communities.Qualifications and experience
