About the project
The PTT Project will ensure Victoria has a ticketing system that is fit for purpose for 15 years and beyond to meet customers’ expectations and the challenges of the transport network, while facilitating the efficient collection of fare revenues and unlocking potential benefits.
The PTT ticketing solution will progressively replace the existing Myki system with an Account Based Ticketing (ABT) system, where customer information is stored in a centralised back-office system. ABT will enable greater travel choice for customers as well as flexibility to implement fare and policy changes quickly and to introduce new products. As part of the PTT Program, new customer features and payment options will be rolled out progressively.
About the role
This is a Full TIME FIXED TERM position until 30/06/2028
Reporting to the Executive Director, Public Transport Ticketing, this role is required to develop and deliver Project Governance artefacts, coordinate Government reporting requirements and create communication materials to support the Executive Director Public Transport Ticketing inform senior stakeholders on the delivery of the future ticketing solution. Requires collaborating with, and coordinating input from, the Project teams to prepare briefing documents, communication materials and responses for Government reporting on the future ticketing solution.
The successful candidate will have experience in advising on governance practices, delivery of Secretariat services and preparing responses to internal Government reporting requirements for high value high risk projects, working extensively with the accountable executive for reporting on Government audits (VAGO) and project reporting (Gateway) within Rolling Stock and Ticketing Division.

Position accountabilities
– Provides specialist advice and subject matter expertise on Governance practice
– Manages project governance committees ensuring the forward Agendas for are relevant and planned.
– Reports on, and documents risks and issues related to project Governance.
– Coordinates submissions to Cabinet committees and prepares communication material for briefings to senior stakeholders
– Supports preparation of responses for internal Government project reporting (Gateway) deliverables supporting the project phases to implementation of a future ticketing solution.
– Identifies the forums where Senior stakeholders will expect to be briefed on the Project
– Manages a specialist team, Senior Governance Advisor, Project Meetings Manager and Stakeholder Engagement Advisor.
– Aligns team with the organisational values and goals through effective people management and modelling; Clearly defines role expectations, monitors performance, provides timely and constructive feedback and facilitates employee development; Ensures staff are effectively deployed through effective workforce planning practices
Technical capabilities
– Project and Program Governance: (Applied) Implements governance processes for projects and programs, ensuring decisions align with organisational objectives and compliance standards.
– Independently manages governance processes for small to medium-sized projects or programs.
– Ensures that governance decisions are effectively implemented and aligned with objectives.
– Establish the decision-making structures, roles, and responsibilities necessary for effective oversight and accountability
Qualifications and experience
Mandatory
– A relevant tertiary qualification in commerce, finance, economics, business management or related discipline is highly regarded.
– A proven record of leading policy and commercial analysis and advisory of government initiatives highly desirable.
– Demonstrated experience advising major project delivery on Governance practices in either public and/or private sectors, including experience with a range of strategy and procurement models.
– Advanced understanding of governance principles and how they support project delivery. Expertise in managing governance challenges, including risk management and stakeholder engagement.
