THE ROLE
The Principal Adviser, Budget Bids and Delivery Cases supports the Budget Bids & Delivery Cases Specialist to develop robust housing investment proposals and secure funding and delivery approvals for the High-rise Redevelopment Program (HRP) and related Homes Victoria housing initiatives.
The role will lead the production of allocated budget bids, delivery cases, and other funding initiatives, bringing together the financial, commercial, planning and deliverability appraisal of potential projects into preferred options and clear recommendations. It will coordinate dependencies and inputs from Homes Victoria project teams, external advisers, other government departments, and wlll prepare submissions and briefings for key stakeholders that demonstrate project investment need, value for money, and readiness to proceed.
Working within priorities and technical direction set by the Business Case Specialist, the Principal Adviser exercises independent judgement over allocated work, resolves issues and escalates material risks and decisions. The role directly manages one VPS5 officer, including work allocation, quality assurance of outputs, coaching, and performance development. Overall technical leadership rests with the Specialist, with strategic direction and executive accountability retained by the Director.
