THE ROLE
The PMF Development Lead exists within the Portfolio Management Office unit to establish a consistent, structured and governed approach to the overall Homes Victoria project management function. As delivery activity scales and evolves, the role provides clarity around expectations, standards and supporting processes to ensure PMF considerations are applied in a deliberate and repeatable way.
The role is responsible for shaping the overarching PMF operating model, including the frameworks, artefacts and procedures that support discovery, validation and decision-making. By embedding these elements into existing delivery and investment lifecycles, the PMF Development Lead enables greater consistency, transparency and confidence across initiatives.
A core focus of the role is stakeholder engagement. Working closely with project management and delivery leaders through governance workshops, the PMF Development Lead ensures alignment on PMF requirements and supports practical adoption across teams. The role also plays a key part in uplifting Homes Victoria's project management maturity by providing guidance, enablement and continuous improvement of PMF practices.
Through strong governance, clear standards and effective engagement, the PMF Development Lead supports improved decision quality, reduced delivery risk and a more disciplined approach to project and program delivery.
