Housing, Building and Land Delivery drives balanced urban growth by delivering zoned land for housing, jobs and infrastructure in State-led areas, a pipeline of government-owned land for development, and an improved building system.
About the role
This is a Full TIME FIXED TERM position until 31 December 2026
The role provides support to the preparation of strategic plans for places, for example structure plans, precinct structure plans, comprehensive development plans, growth frameworks and supporting infrastructure contribution plans, for places in established and growth areas of metropolitan Melbourne, as well as regional cities and towns.
You may also be contributing to process enhancements as part of our new PSP 2.0 preparation process outlined in the PSP Guidelines (2021).
The role works alongside a team of professionals at DTP with a broad set of skills, which includes consideration of sustainability, transport, community services, open space, and other essential infrastructure.

We are seeking a proactive professional with strong foundational skills in communication, critical thinking, policy development, and continuous improvement, able to analyse evidence, draft clear policy material, and contribute to quality outcomes. They will effectively prioritise and deliver project tasks, maintain accurate records, and support improvements within their work area through organised, audience-appropriate communication and sound problem-solving.
Position accountabilities
– Contribute to the preparation of strategic plans across metropolitan Melbourne and regional Victoria.
– Liaise with councils, government agencies, and other key stakeholders.
– Assist with proposals, briefs, and presentations.
– Work with multi-disciplinary project teams.
– Support strategic planners and project managers.
– Coordinate, attend and minute meetings and workshops.
– Prepare correspondence and maintain records and reporting requirements.
Qualifications and experience
– A tertiary qualification in Urban Planning or equivalent (mandatory)
– Membership of the Planning Institute of Australia or an equivalent professional body (desirable)
– Two years’ experience of working in accordance with the Victoria Planning System, application of its associated legislation, processes and practices (desirable).
